"A PAEDOPHILE [sic] who sexually assaulted two young boys has been caught again [?] after he was spotted taking pictures of children at a karate club open day [and?].

TE, 37, mingled [!] with the likes of Basildon mayor Mo Larkin and MP Stephen Metcalfe at the Maru Karate Kai Club open day in Luncies Road, Pitsea in imnages captured by the Echo.

He was at the event in his role working as a volunteer for the Basildon Heritage Club and has been at several other events in the borough where children have been present [and?].

E was jailed in 2008 for sexually assaulting and grooming two young boys. He was also banned from being alone with or working alongside children [can you see where this is going?]

"Ken Porter, chairman and treasurer of the Basildon Heritage Club, said the organisation did not carry out criminal record checks on its members as it does not work “directly with children” although youngsters are often present at events where the group holds exhibitions."

"As well as being jailed, E was made the subject of a Sexual Offences Prevention Order, which banned him from working or being alone with children and possessing a computer for ten years.

The Maru Karate Kai Club is understood to have written to parents and complained to police after the truth about E came to light.

This followed concerns from parents who saw him taking pictures.

E was arrested on suspicion of breaching his order. He has been bailed until March pending further enquiries."

"Gov. Jerry Brown signs a bill strengthening protections [sic] for child actors.

California Gov. Jerry Brown has signed a law requiring the screening of talent managers, photographers and others who work with child actors.

A bill banning registered sex offenders from representing young talent in California has been signed into law after winning broad support in Hollywood from film studios, actors unions, agents and managers.

The state measure requires screening of acting coaches, managers, photographers and others in the entertainment industry who have unsupervised access to minors. The new law, signed Thursday by Gov. Jerry Brown, sets up a permit process by which these professionals would submit their names and fingerprints to the state labor commissioner to be checked against the national database of registered sex offenders. The De-Humanizing of Sex Offenders - Even in Death

"Can you imagine the trauma of losing a beloved family member to murder or an otherwise violent death? Luckily, it’s something most of us won’t ever have to endure. For two families in different regions of the country, though, not only did they lose a family member in unspeakable circumstances – they also had to read and listen to news outlets define their loved ones’ lives by the worst mistakes they ever made.

Buffalo News ran this story on September 26: Homicide victim was registered sex offender. Especially because there was no confirmation that the man’s status as a registered sex offender was a motive behind his death, it’s completely unrelated to the story – and yet, it was the headline. In fact, the entire article is little more than a summary of his previous criminal charges from twenty-seven years ago.

It took me less than thirty seconds to run a Google search on Mr. A and find an obituary in another newspaper HF. A It talks of his two children, five grandchildren, five siblings, and “several nieces and nephews” who will miss him dearly. He was a US Marine and loved the outdoors.

But to the Buffalo News and all of their readers, he was nothing more than a dead sex offender who committed sodomy in 1985."

Dangerous [sic] paedophile [sic] had Cumbrian school pupils helping him on market stall

"A child sex offender banned from contact with under 16s had school pupils helping him on his stall at a farmers’ market.

DH, 58, was convicted in 2006 of a sexual assault on a 14-year-old pupil at a school in Lancashire and was not allowed to be with children under 16 unsupervised, under the terms of his sex offences prevention order.

But the former head of RE at WS was back in court after he was accused of breaching the order by going to a school in west Cumbria between April 4 last year and March 28 this year.

Carlisle Magistrates’ Court heard how H, of GR, Seascale, had gone to Holme St Cuthbert’s Primary School, at Mawbray, to help at a farmers’ market last June. He was working for the Lakeland Cheese Company and had a stall at the market.

Prosecutor Andrew Travis said H was responsible for the cheese company’s shop and attended farmers’ markets to do promotion work.

Primary school headmistress Sheila Daniel told the court that she spoke to H over the phone to explain about the event and asked him to bring samples of cheese.

“I told him the pupils were organising the event and they would sell the produce, set the stalls up and do the cashing up,” she said.

H, however, claimed he could not remember her telling him that children would be there. He admitted, with “hindsight”, he knew he shouldn’t have been there."

Police chief appears to squirm over sex

"Police seem to struggle to answer questions on the issue of undercover officers having sex or long-term relationships with activists

More squirming from police chiefs today when the question of the long-term or sexual relationships between undercover officers and activists arose in public.

Jenny Jones, the Green member the London assembly, raised what she called the "problematic" issue at the committee overseeing the Metropolitan police.

At times, Craig Mackey, the deputy commissioner of the Metropolitan Police, seemed to struggle for his words when he answered the questions.

He said an undercover officer would not be authorised to start a sexual relationship with an activist, but added the curious caveat "not ordinarily".

Challenged on that, he said :"You can't write a rule for every particular scenario". He claimed that the document which sets out what each undercover officer is authorised to do is not so detailed that it covered the subject."

A group of women who claim they were tricked into sexual relationships with undercover policemen have spoken for the first time.

In exclusive interviews with the BBC they say the officers deliberately invaded their private lives in order to spy on them.

A group of eight women are now suing the Metropolitan Police, claiming the deceit has caused them lasting damage.

What is surprising is that the children in question weren't exploring sex with their peers, but were having sex with much older adults. Consider this scenario: A 12-year-old is repeatedly raped by a family friend who tells her it's their little secret. She doesn't scream and cry each time, she doesn't try to fight him off and she doesn't tell anyone. Did she consent to sex? No, of course not. Why then is it such a struggle for some to grasp that teenage victims of child sexual exploitation (CSE) don't consent either?"

The Who guitarist and songwriter was cautioned and put on the sex offenders' register for five years in 2003 for looking at child porn on the internet.

The star insisted he was looking at the website only while conducting "research" for a campaign against internet porn involving children.

He gave more information about that in an interview with The Times, which is serialising his memoir, Who I Am.

The sex offender doctors allowed to keep working: Dozens can't be banned in case it breaches their human rights

"Dozens of doctors have kept their jobs despite being convicted of serious sex offences.

Medical chiefs claim they cannot ban all sex offenders from working because it might breach their human rights.

At least 31 male GPs, consultants and surgeons are practising even after having assaulted women, been in possession of child pornography or solicited prostitutes.

None of their patients have been informed.

Some of those with child pornography offences are even believed to be free to treat children.

Patients’ groups and MPs say people would be horrified to learn a sex offending doctor had examined them."

Sex offender doctors still allowed to work

"The General Medical Council has revealed that it is unable to ban medics for being on the sex offenders’ register as it had been advised that such a move would be breaching human rights legislation.

It has emerged that at least 31 men are still working as GPs, consultants and surgeons despite having convictions for various sex offences, and their patients are unaware of their criminal histories.

The GMC Chief Executive, Niall Dickson, said:

“Cases of doctors convicted of sexual assault or child pornography offences are very rare and in the vast majority of these cases these doctors are struck off the medical register so they cannot practise medicine in the UK.”

However, a spokesman for the Council said the decision on whether to strike off a doctor was taken by an independent panel of experts and the GMC could not appeal against it, and although the GMC is looking to automatically strike off doctors who have been convicted of sexual offences, it does not have that power at the moment.

Individual hospitals, however, can impose their own sanctions on doctors."

How many doctors are sex offenders?

"The GMC has inquired whether it might be possible to automatically ban doctors on the sex offenders register. However, the QC whom they consulted for legal advice suggested that 'an automatic bar, without exceptions, would not be compatible with human rights legislation'.

In other words, it's standard that each case is judged on its particular circumstances. For every single doctor whose name ends up on the sex offenders register, the Medical Practitioners Tribunal Service makes a decision about whether or not they're fit to practice. The GMC also refers these cases to the Independent Safeguarding Authority, which decides whether individuals should be allowed to work with children or vulnerable adults.

Once we know how many doctors have been barred from practising because of sexual offences, we'll be able to calculate what proportion of doctors keep their licences. We will then know whether these 31 doctors are the exceptions that prove a rule - that, as the GMC claims, most doctors guilty of a sexual offence are in fact struck off."

Sex offenders required to report addresses in Osaka, a first in Japan

"Beginning on October 1st, a new law in Osaka Prefecture will require sex offenders with convictions related to child molestation to report their address to the local government after leaving prison. An act such as this is the first for Japan, and the Ministry of Justice also reveals that the offender’s criminal records will given to the Osaka government. This law came about after originally being proposed by Governor Toru Hashimoto, however the punishment for failing to follow-up with the requirements is a somewhat paltry 50,000 yen (approx. $643)."

Osaka ordinance on sex offenders a model for protection of kids 

"About 4,000 to 5,000 cases of sexual violence against children are recorded by police every year. There must be many more that go undetected.

Many sex offenders tend to repeatedly commit similar acts of abuse. According to the National Police Agency, 105 of 740 sex offenders against children who were released from prison from 2005 to 2010 were found to have later committed similar acts. Moreover, 57 of them reportedly did so in their first year out of prison.

How can sex offenders against children be deterred from committing similar acts? This should be the main pillar of measures to protect youngsters from sexual violence.

In this regard, an ordinance the Osaka prefectural government put into effect just this month is worthy of attention.

If people who sexually assaulted victims younger than 18 live within the prefecture after being released from prison, the ordinance obligates them to report their personal information--such as address and kind of crime--to the prefectural government over the five years after they completed their terms. Such residents are subject to a civil fine if they fail to do so.

It is reportedly the first ordinance of its kind in the nation."

"As a New York based advocate for registry reform and fiancée of a registered sex offender whose crime was committed when he was a minor, it was with great disappointment to learn this morning that seven councilmembers voted to restrict a registered sex offender’s ability to legally gain employment as a taxi driver in the City of Oswego. While this proposal is well-intended, it is premised on myth and emotions – not facts – and will undoubtedly fail to achieve its intended goals as well as create yet another barrier for registrants to find steady employment.

Contrary to popular belief and the sentiment of some of the councilpersons, sex offenders have the next to lowest recidivism rate of all offender groups. This has been widely documented by academics and law enforcement researchers. The myth of high sex offender recidivism has now been firmly discredited, but not by politicians who find that these facts do not square with the stories they’ve been telling their constituents.

Because of this big lie that continues to be told, law abiding former sex offenders are treated differently than all other former offenders – even murderers. Branden Kuzel’s September 10 statement on displays the pervasive intolerance held by many members of the public - that all felons except sex offenders deserve second chances."

Capital punishment for child rapists soon - NCPA Chairperson

"Protecting children not easy, with outdated laws.

The National Child Protection Authority Chairperson Anoma Dissanayake in an interview with the Sunday Observer says the laws proposing capital punishment for child rapists.
She says the proposal now before Cabinet will be a landmark step towards protecting children in the country.

Emphasising the need for urgent legal reforms to address crimes against children she voiced, “Child rape is as serious as a murder, a heroin case or possessing illegal weapons. If such offences invite tough bail terms, then I think a child rape accused has to be meted out with harsher punishment. Even for breaking immigration laws an accused has to go to High Court to obtain bail, I cannot understand the rationale behind this.”"

Undercover operations to curb prostitution renewed

"A SENIOR garda has issued a strong warning that the force is to revitalise recently successful undercover operations targeting those seeking the services of prostitutes.

Supt Frank O’Brien, of Limerick’s Henry Street Garda station, said Garda stings would be set up again following recent concerns expressed by the business community in parts of the city.

Earlier this month two men were convicted at Limerick District Court of soliciting undercover gardaí for sexual services.

The men were arrested by gardaí as part of Operation Freewheel, which saw more than 20 men detained and charged with soliciting or importuning for the purposes of prostitution on dates between November 11th and December 4th, 2011.

The operation sparked controversy, with some of the men claiming entrapment. However, this was rejected by the courts.

Following the undercover sting, street prostitution in Limerick seemed to decline.

However, Supt O’Brien said the activity had since resurfaced {not successful then] and was causing concern among the public."

Paedophile [sic] caught by undercover policeman

"A KEYNSHAM man who was part of a nationwide paedophile [sic] ring has been jailed for ten years.

Bank manager AF, 54, arranged to meet a man and his ten-year-old daughter for sex in a London hotel, a judge at Reading Crown Court was told.

But F, of WR, was arrested when the "paedophile" [!!!] behind his sick fantasy turned out to be an undercover police officer called "Dave".

F admitted conspiracy to rape a child under 13 years. He admitted 11 counts of making indecent images and one of possessing 290 films of extreme pornography and 51 images. He also admitted arranging or facilitating the commission of a child sex offence.

Nigel Lithman, defending the father of two, said: "He did not meet a child, but is ashamed of his actions."

He added that F was of good character.

F was jailed for ten years in an indeterminate sentence for the protection of the public. He will serve at least five years.

He has also been disqualified from working with children."

Hostel review turned down

"CAMPAIGNERS fighting to close a bail hostel housing sex offenders have been dealt a blow by the Government.

Sandbach Town Council wrote to the then Justice Secretary Ken Clarke earlier this year, demanding the closure of the controversial London Road centre in Elworth, or at least the removal of the site as an approved premises to accommodate sex offenders.

But Government spokesman Jeremy Wright said: "The Government does not intend to close the approved premises in question, or to bar it from accepting child sex offenders.

"This is because approved premises are a vital resource in the management of high-risk offenders on release from custody."

A group of concerned residents, who make up the Time2go group, has vowed to continue its protests against the hostel.

The campaign has been ongoing for six years and has already seen various protests outside the venue."

Judge says child pornography is as serious as actual assault

"BRENTWOOD — When a Salem man argued he should receive a suspended sentence in exchange for pleading guilty to possession of child pornography, the judge responded by explaining why he views the crime more seriously than he once did.

ZG, 20, was sentenced 2 to 4 years in state prison Wednesday morning on two counts of attempted possession of child pornography. He pleaded guilty as part of a negotiated disposition.

Prosecutors focused their arguments on G’s criminal record, which included convictions for misdemeanor sexual assault and criminal threatening dating back to 2009.

Defense lawyer James Rosenberg argued that Gray was still a young man with a troubled past trying to turn around his life through a battery of counseling.

But Judge Kenneth McHugh said Gray’s case was more about deterring the public from committing similar crimes.

“I’m convinced this is as serious and sometimes a more serious crime than an actual sexual assault,” McHugh said while handing down the sentence.

His comments marked the second time in recent days that a Rockingham County judge said he believes child pornography needs to be taken more seriously by both the court and the public."

False 'paedo' claims sicken Truro lollipop man

"A TRURO lollipop man has been left sickened after his estate was plastered with signs falsely claiming he was a paedophile.

Andrew Banfield, 47, said he considered "packing in" his job after more than a dozen posters with the word "paedo" and his address were put up around Trelander last week.

Andrew Banfield, with one of the malicious signs that had been posted around the estate where he lives.

It was the third time since November last year the innocent father of one has been subjected to what police called slanderous hatred against an individual.

"There has never been any allegations of paedophilia and I have never been investigated for such offences and the whole thing is totally made up," Mr Banfield told the West Briton this week.

"I do not know why this is happening, we have got clean records.

"We find this very upsetting, heartbreaking and it makes me feel sick."

Maldives stamps down on ‘indecent’ dancing

"The Maldives on Thursday moved to limit dancing in public between men and women, an official and a report said, amid signs of the growing influence of the nation’s hardline religious party.

"Even after hearing the case a second time, the South Carolina Supreme Court isn't sure it is fair to make some sex offenders in the state face lifetime satellite monitoring of their every move without any chance of appeal.

The justices Tuesday reheard a case from May where they decided the monitoring may be too harsh in some cases. The Department of Probation, Parole and Pardon Services asked the court to reconsider its ruling, saying their decision rewrote the law.

Juvenile sex crimes against minors soaring

"The number of minors committing sex offenses against their peers has increased more than 11-fold over the past 10 years, the Supreme Court said in data released Wednesday.

A total of 690 aged between 10 and 18 were convicted by juvenile courts in 2011 for committing sex crimes. The figure has surged from 60 in 2002, raising concerns about the soaring rate.

The data was released amid debate on the government’s move to toughen punishments for sex criminals following a series of murders, rapes, and sexual assaults against women and minors.

Cops said loner MD, 44, was arrested for “poor behaviour”.

“I heard it went on for 45 minutes. I don’t think he was badly injured and no one called police.” D had been spending up to six hours a day at the outdoor market in Leeds.

He would sit on a bench and rock back and forth, making strange hand movements.

D had been living at a parole and bail hostel in Leeds.

Police picked him up on Monday after a request from parole officials. He was taken back to jail and is likely to be kept inside for 28 days while he is assessed."

In war against sexual terrorists, don't underestimate the enemy

"Hasn't the Sandusky trial reminded us of the physical and emotional damage these predators inflict on young and impressionable children? Isn't it about time that we confront and challenge these sexual terrorists among us?

This would include colleges being forced to challenge the science behind the writings of professors like Hanson, Rind and others. It would include trying to get inside groups like NAMBLA to see if it breaks any laws in its advocacy of "if you wait until 8, it's too late."

It means that we must continue to strengthen and enforce Megan's Law to give parents and communities another tool to protect themselves against these predators. It's disturbing to periodically read news reports of some area prosecutors not wanting to be burdened with the demands of notifying parents. If protecting children is too much trouble for those law-enforcement officials, tell them to send me their resumes and I will use my radio show to personally assist them in finding another line of work.

Finally, I think it's helpful to label these people as sexual terrorists. They are every parent's worst nightmare, whether they be priests using their authority to attack kids, Jerry Sandusky attacking boys in Penn State's showers, or the other kids attacked every year."

This is not an isolated case, but a pattern. California’s judicial system has slowly shifted away from prevention and rehabilitation toward punitive retaliation. Obviously, criminals are not the most pitiable people so it’s hard to feel bad for a registered sex offender, but one measure of a developed society is how well it treats its most despicable members. An advanced society tries to put an end to the cycle of crime by rehabilitating criminals so they can atone for what they did and then get back to their lives. A less advanced society is content with punishing transgressors by casting them off into a life where crime is the only viable path."

"The Government has moved to placate public concern over high risk sex offenders in the wake of Wanganui's on-going efforts to stop a notorious sex offender from moving into the community.

Justice Minister Judith Collins today announced a new Bill targeted at offenders who pose a high risk of sexual or violent offending once they are released from prison.

The European court of human rights judges said inmates serving indeterminate sentences had no realistic chance of accessing rehabilitation courses.

The European court of human rights has ruled "arbitrary and unlawful" the operation of indeterminate sentences for the protection of the public (IPPs), currently being served by more than 6,000 prisoners in England and Wales.

The Strasbourg judges said the prison system was "swamped" by prisoners without fixed release dates after the indeterminate sentences were introduced in 2005. They said the three inmates who brought the case had "no realistic chance" of accessing the rehabilitation courses they need to qualify for release.

The new justice secretary, Chris Grayling, told MPs he was disappointed by the judgment, and intended to appeal against it. He said: "It is not an area where I welcome the court seeking to make rulings."

The unanimous ruling by seven judges, including the British judge Sir Nicolas Bratza, awarded up to €8,000 (£6,500) compensation to three prisoners, Brett James, Nicholas Wells and Jeffrey Lee, who have been held up to two years and 10 months longer than the original minimum recommendation of their trial judge. They were also awarded €12,000 costs each."

A man has today been sentenced at Maidstone Crown Court to three months imprisonment, suspended for two years, for online chat offences under the Obscene Publications Act. He also received an order to be supervised by the Probation Service for two years.

Kent Police has set a legal precedent in prosecuting a man for making comments graphically describing the abuse of children during a ‘private’ online conversation."

"‘In appropriate circumstances, Kent Police will investigate those who seek to encourage and support [clearly not] the sexual exploitation of children in the same manner as this case. We will take robust action to both protect children [sic] and bring offenders to justice.’

"Referring to what he described as S's "incestuous and sadistic" online conversations, the judge added: "It's quite clear that this was fantasy and you were not describing activities that had happened or you could bring about to happen.

"It is also accepted that this Internet relay chat was in a one-to-one context.

"The chat logs were not published beyond their immediate recipient and there is no evidence that the material would be shared beyond that other party."

Under the Obscene Publications Act, material is obscene if it tends to "deprave and corrupt" those exposed to it [whatever that means].

Judge St John-Stevens said by pleading guilty S accepted his conversations were capable of this [whatever it means].

"It may well be that the person at the other end was feeding their own addiction," he continued. "It may be it was fostering addictions and inclinations or proclivities they never had before. That is the mischief of these sort of activities. [is that it - unevidenced psychobabble?]"

The judge accepted S did not believe he was committing a criminal offence [he was not, in accordance with inchoate crime case law] but said ignorance of the law was not an excuse [it should be, when no case law yet existed]."

"But it is usually a bad idea to draft legislation in response to dreadful pictures and appalling events.

After the murder of eight-year-old Sarah Payne in 2000 by a known paedophile [sic] living nearby, the newly appointed editor of the News of the World began a campaign for Sarah’s Law, imitating an American campaign for Megan’s Law. The proposal involved a register of sex offenders open to public scrutiny. The publicity reached a frenzy that summer, provoking vigilante incidents, one of which involved “paedo” being sprayed on a paediatrician’s home.

The agitation was revived after two horrific paedophile incidents [sic] in 2002: the murder of two girls at Soham by the school caretaker, and the abduction and killing of Milly Dowler.

The campaign for Sarah’s Law made the reputation of Rebekah Brooks, the News of the World editor. She went on to become editor of the Sun and chief executive of News International. Brooks resigned in 2011 and is facing charges over phone hacking. The scandal erupted after claims that Milly Dowler’s phone had been intercepted by the newspaper. A mobile phone given to Sarah’s mother Sara Payne by the News of the World is reported also to have been hacked.

The impact of the News of the World campaign is evident in the Home Office statistics. There are usually between 500 and 600 child abductions a year in England and Wales. In 2002-05, abductions almost doubled, reaching a peak in 2004-05 before tailing off. In recent years, the figure has reverted to normal.

The likely explanation is a reporting effect. You might think that the definition of an abduction is straightforward, but it is not.

Most child abductions are by estranged spouses or partners, or other family members. Most abductions by strangers are not by paedophiles; they are thefts of children by distressed women and the children are quickly recovered. After the extensive publicity for the killings of Payne and Dowler, and for the Soham murders, parents may have been quicker to report incidents and the police more ready to record incidents as abductions.

But the News of the World effect persists if one looks at murder of children by strangers. This is a firmer number: such events never go unreported. In England and Wales there are normally between five and 10 cases a year – but in 2002-2003 there were 17 and the following year 15.

The incidence of such killings also subsequently diminished and in the past five years has reverted to normal. It is hard to avoid the conclusion that among the perverted individuals who commit such crimes, publicity provokes imitation.

The danger to children from paedophile [sic] abduction is very small [infinitesimal]. Out of 1 million children, about 250 will die in any year, mostly from natural causes, with about 30 killed in road accidents. Six will drown and three will be murdered, most likely by their parents. Every five years or so, one child in that million will be murdered by someone he or she does not know.

In a world full of information and short of our attention, the events that affect behaviour are those that are salient. Incidents such as the Aurora massacre engage us not because such events are common but because they are rare. Our frame of reference is defined by what is reported. The phenomenon of salience gives the press a special, and disturbing, responsibility."
