Children At Risk: Treatment aims to prevent repeat offenses

"In the seven years that psychologist J. Richard Ruby, Ph.D., has treated sex offenders at the Lackawanna County Prison, only one has returned to the jail charged with another sex crime.

It is a recidivism rate of which Dr. Ruby is understandably proud, although he readily acknowledges it requires an asterisk.

The majority of inmates he sees at the county prison are what he describes as low-intensity offenders, usually less sexually deviant than poor decision-makers. The more serious offenders - "the real bad guys," Dr. Ruby calls them - bypass him when they are sentenced because they end up in the state corrections system."
