MP: ‘ACPO Is Past Its Sell By Date’

"Conservative MP launches broadside at association – and Policing Minister says its future is in the hands of members

The future of ACPO remains a matter for its members alone – and all government funding to the association has now ceased, the Policing Minster has re-iterated.

Addressing colleagues in the House of Commons, Damian Green praised the professional body for their help in establishing the College of Policing, but that the way forward now rested with the chief officers themselves.

Mr Green was speaking after a question from fellow Conservative member Julian Smith, who maintained that ACPO was “well past its sell-by date”.

Mr Smith asserted: “(The Association) seems to spend more of its time protecting its members than helping the government with their reform programme.”"

"Police forces across the country are working to ensure that individuals, convicted of the most serious [sic] offences, have their DNA samples loaded and cross checked on the national DNA database.

ACPO lead on the DNA database, Amanda Cooper said

“Police forces across the country are working to ensure that individuals convicted of the most serious [sic] offences have their DNA samples loaded and cross checked on the national DNA database. A 12-month programme of work, Operation Nutmeg, commenced in September to ensure that the national DNA database comprehensively covers all individuals convicted of serious [sic] sex offences or homicide.

“The sampling specifically targets those who have served their time for those serious [sic] offences and are back in the community but have not had a DNA sample loaded onto the database since it was created in 1995."

India is no stranger to foreign child sex offenders setting up camp and continuing their cases of abuse. In recent history, a rough recollection points to over eight U.K. nationals, not to mention those from other countries, charged with sexually abusing Indian children."

"Several nations, including the United States, U.K. and Australia publish online a list of child sex offenders convicted and their current status. [you see how the problems are created?] The ICPC takes it a step further.

Vidya Reddy of TULIR — Centre for Prevention and Healing of Child Sexual Abuse, has said the ICPC certainly goes a long way as a preventive measure but it will have to be met halfway by institutions in this country.

There has to be understanding of the threat posed by travelling sex offenders from this end as well, she noted. A large number of schools and NGOs that encourage foreign volunteers to intern or work with them must involve themselves proactively to screen candidates."

It will be the absence of the ICPC, which seals one's fate, in countries which have little, to no, understanding, of our draconian systems and approaches. Do you believe that those countries will restrict it to 'working with children'?

That is why it stinks as high as any such process may do so, even more than the CRB.

New 'worldwide safeguard' launched

"One in five convicted or suspected child sex offenders who travel abroad take jobs which give them access to youngsters, figures have shown.

They could have been banned from working with children in the UK but work freely abroad, as many schools and organisations overseas have no access to criminal record checks.

A new police system for UK nationals who are working or volunteering abroad will help identify those who have previous convictions which mean they should be banned from working with children, the Child Exploitation and Online Protection (Ceop) agency said.

The international child protection certificate (ICPC) will be "a worldwide safeguard" for employers and voluntary organisations, the agency's chief executive Peter Davies said.

Fourteen of the 75 travelling UK sex offenders investigated by Ceop in 2011 were associated with roles that involved access to children, figures released by the agency showed. [and, what is your evidenced point?]

Some 1,235 such investigations have been carried out since 2006 with between 7% and 19% of these each year involving offenders who had access to children abroad. "There is clear evidence [of what?] to suggest that serious sex offenders who are known to authorities in the UK will often seek out opportunities to work or volunteer abroad," Mr Davies said."
