Japan Cartoonists Association, Others Oppose New Child Pornography Revision Bill

"The Japan Cartoonists Association, as well as the Japan Magazine Publishers Association and the Japan Book Publishers Association, have all posted statements of opposition to the bill containing a proposed new amendment to the country's current child pornography laws. Japan's ruling party, the Liberal Democratic Party (LDP), along with co-sponsors New Komeito Party and the Japan Restoration Party, submitted the amendment to the lower house of the National Diet of Japan on Wednesday.

The parties look to make possession of child pornography a crime. The amendment would make possession of sexual images of individuals under 18 illegal, with a fine of 1 million yen (about US$10,437) and less than a year in jail if the subject is found to have the images for "the purpose of satisfying sexual curiosity." The bill would also provide for greater measures to prevent child pornography from being transmitted online."

Japanese police considering lie-detector tests to find pedophiles in recruitment

"The National Police Agency is mulling over the use of a lie detector test as part of its recruitment process. The national newspaper Asahi Shimbun reported that the polygraph will only be used on applicants who will consent to undergoing such test, so as to avoid any accusations that the agency is invading the privacy of such individuals [no test, no job, matey]. The main thrust of the measure is to weed out possible sex offenders and potential criminals.

Polygraph machines measure and record the physiological reactions of the person in response to certain questions posed to them. Supporters of polygraphs in general said that when a person tells a lie it is very difficult to hide or control certain mannerisms that the body does. According to the report, the recruiters will analyze the reactions of the applicants when asked about their thoughts on pedophilia and their level of interest in molestation. The newspaper has quoted a senior police officer saying that the idea came about because “scandals were repeatedly committed by people who apparently lacked the skills required of policemen.”"

Group-based therapy reduces sex offenders' recidivism rate: ministry

"New approach: Group work therapy for sex offenders is conducted under a recent Justice Ministry program in this image from a demonstration video.

A program centering on group work therapy has curtailed the recidivism rate among sex offenders as measured against those who served time but didn't participate, the Justice Ministry said.

"A certain degree of effect has been observed," the ministry said Friday in releasing its first report on the program's impact."
