A Statute Of Limitations For Sexual Offences

Introduce a statute of limitations for sexual offences - e-petitions

Following the recent high-profile acquittals of Nigel Evans, Dave Lee Travis, William Roche etc, it is clear that a statute of limitations must be introduced for historic allegations.

For an offence under section 9 or 15 of the Sexual Offences Act (sexual activity with person under 16) a limitation of 12 months should be re-introduced. This limitation existed for the equivalent offence under pre-2003 legislation.

For an offence of rape, sexual assault etc, a limitation of between 2 and 3 years should be introduced.

For sections 5 through 9 (sexual activity with person under 13) a limitation of 10 years should be introduced. A longer period is called for as children that age are often reluctant to report such an offence.

For all other sexual offences, a limitation of 5 years should be introduced.

These limitations of statute would bring an end to the misery suffered by those people who are falsely accused out of spite, years after the alleged "offences" took place."

Ban Paedophiles & Sex Offenders From Internet Access

Offenders who have been tried and convicted of paedophile charges, including sex offenders who downloaded, supplied and viewed indecent child images, should be banned from having an internet connection and / or mobile device capable of communicating using mobile internet services.

The ban should be a life time ban reducing the risk of sex offenders pursuing victims and / or running paedophile related sites in which these offenders often converse.

The ban should be extended to use of internet facilities provided by private and public organisations such as libraries and internet cafes.

This petition has been set up in regard to such a paedophile support site called OSC (On-line Sex Offender Community) which provides support and advice to Sex Offenders & Paedophiles often providing links to sites which are aimed at Children."

Sex offender accused of illegally circulating petitions

"A state law prohibiting convicted sex offenders from circulating petitions is being used to prosecute a Rapid City man banned from county courthouse property more than a year ago.

It also could be the first time a law passed by the 2012 Legislature prohibiting registered sex offenders from circulating petitions has been applied.

During a court hearing Tuesday, attorney Dennis Groff said he is working with the Pennington County State's Attorney's Office to resolve the charges against his client, DK.

Rapid City police arrested K, 75, after he was seen collecting signatures on a Bill Clayton recall petition on April 11 at the Rapid City Public Library.

A library security officer spotted K collecting signatures outside the library. When officers arrived, they found him seated inside the library discussing the petition, according to police reports."

Mo. lawmakers consider bill to remove some sex offenders from registry

"JEFFERSON CITY, Mo. — Currently most people found guilty of committing a sex crime have to register on the sex offender registry for the rest of their life. Whether they were found guilty of public indecency or committed rape, sex offenders are lumped together.

Missouri lawmakers want to change that.

On Tuesday, the House passed a bill that would allow sex offenders to petition to get their name off the list after a certain number of years. Those convicted of lesser sex offenses like fondling, public indecency or possession of child pornography could petition to get off the list in five years.

Those convicted of moderate crimes like having sexual contact with minors could petition to get off the list in 10 years. And those convicted of rape and other violent sexual crimes could petition to get off the list in 25 years."

Missouri Kids First won’t support bill that makes changes to sex offender registry (AUDIO)

"Legislators have been working for several years on restructuring the state’s sex offender registry, saying it’s unnecessarily penalizing many people who are not a risk to society. One group speaking out against a bill that’s been taken up and passed by the House is Missouri Kids First.

“With the sex off registry, our opinion of Rep. Hinson’s bill is that it just goes too far,” says spokeswoman Emily Van Schenkof. “It goes too far and there are actually a number of troubling elements in it. We really recognize that there are some people on the sex offender registry that don’t belong it … my concern is that … this bill goes really far in letting a lot of people off that list who really are absolutely a public safety risk.”"

Law considered to make it harder for sex offenders to remove names from registry


"DENVER — It’s a list that’s meant to protect communities and punish convicted sex offenders [!!!???]  but some believe it’s too easy for former criminals to remove themselves off the state registry.

“It mortifies me and it terrifies me,” said Marilyn Spittler in an interview with FOX31 Denver after learning her ex-husband, a convicted sex offender wanted to remove his name of the Colorado Bureau of Investigation’s public list.

Spittler contacted KDVR after learning Jeff LeClere, who was convicted of a sex crime in the 1990s, had petitioned Douglas County in April to remove his name from the state offenders list through a judge’s permission.

“I was shocked. I had no idea that it was even possible to petition the court,” Spittler said after learning about her ex-husband’s request. The request though, according to data from the Colorado Bureau of Investigation, may be more common than many people are aware."
