Researchers See Decline in Child Sexual Abuse Rate

"Anyone reading the headlines in recent weeks has come away with an unsettling message: Sexual predators seem to lurk everywhere.

Overall cases of child sexual abuse fell more than 60 percent from 1992 to 2010, according to David Finkelhor, a leading expert on sexual abuse who, with a colleague, Lisa Jones, has tracked the trend. The evidence for this decline comes from a variety of indicators, including national surveys of child abuse and crime victimization, crime statistics compiled by the F.B.I., analyses of data from the National Data Archive on Child Abuse and Neglect and annual surveys of grade school students in Minnesota, all pointing in the same direction.

From 1990 to 2010, for example, substantiated cases of sexual abuse dropped from 23 per 10,000 children under 18 to 8.6 per 10,000, a 62 percent decrease, with a 3 percent drop from 2009 to 2010, according to the researchers’ analysis of government data. The Minnesota Student Survey charted a 29 percent decline in reports of sexual abuse by an adult who was not a family member from 1992 to 2010 and a 28 percent drop in reports of sexual abuse by a family member. The majority of sexual abuse cases involve family members or acquaintances rather than strangers, studies have found."

Tougher sex offender restrictions sought by campaigners

"Charities and an MP are campaigning for tougher restrictions on sex offenders, saying the system is failing to stop grooming and exploitation of children.

The "Childhood Lost" campaign says police also need powers to restrict suspects who have not been convicted.

Nicola Blackwood MP is tabling an amendment to a bill to create Child Sexual Abuse Prevention Orders, similar to anti-social behaviour orders.

The Home Office said that it would consider the campaign's proposals.

The UK has a range of powers designed to control sex offenders, including a general requirement that they inform the authorities of their whereabouts.

'Failing victims' [sic]

The main restrictive power, the Sexual Offences Prevention Order (Sopo), can curtail a convicted offender's movements, such as by banning them from parks or from near schools.

New head of CEOP and four non-exec directors appointed to NCA

"The National Crime Agency (NCA) has appointed a new head of the Child Exploitation and Online Protection (CEOP) command and four non-executive directors.

Johnny Gwynne, an assistant chief officer in Police Scotland currently on secondment to the National Crime Agency as deputy director of the Organised Crime Command, is to take up the leadership of the CEOP command on a permanent basis.

He was previously deputy director general of the Scottish Crime and Drug Enforcement Agency before it was amalgamated into the single national police force for Scotland in April this year. He replaces Deputy Chief Constable Peter Davies who was seconded from Lincolnshire Police to lead CEOP in November 2010.

The NCA said Mr Gwynne was appointed following a competitive process and paid tribute to Mr Davies."

"Whilst reading through todays online edition of the JEP, I happened on an excellent [seriously flawed, on most counts] article by Richard Heath, that impressed me so much I thought I'd include this in my newly started blog.

In this piece Richard refers to the link between viewing child abuse images/videos [sic], and the sexually motivated murders of children, following the convictions of Stuart Hazel and Mark Bridger. To any normal person [sic], it seems perfectly plausible [sic] that someone who has a sexual "fetish" (for want of a better word) [indeed] for children and looks at such images online, will, quite probably [sic], eventually get bored of merely viewing these vile images or films [sic], and go to the next step of actual sexual abuse of children [sic]."

We need web cops to keep our kids safe

"They went online and searched for images because of their deviant [sic] sexual interest in children. Abusers caught viewing images will argue they would never [never say never] progress to contact abuse. I bet Bridger would have used the same defence if he’d been caught with images earlier [and would he have been correct, or not?].

But a study was carried out on 155 US prisoners jailed for viewing child abuse images [sic].

At the beginning, 26 per cent admitted a physical contact offence with 75 children [already a skewed cohort].

By the end of the study, which used a lie detector test [ah], 85 per cent had admitted to contact offences with 1,777 children.

So what can internet giants such as Google do? [little, to nothing] Contrary to popular belief, Google DOES block abuse images [we know].

When we were setting up CEOP (Child Exploitation and Online Protection Centre), Microsoft, Google and others gave us plenty of help [wonder why?]. Now, more than ever, we need that spirit of partnership and shared responsibility.

Internet service and search engine providers could consider the British Transport Police model — a fully-fledged police service paid for by the rail, freight, passenger and infrastructure businesses that they make safe [The Unaccountable Internet Police (UIP) - Yes, we know what you were employed to do, Jim].

Murder of April Jones 'proves [sic] porn link to sexual assaults'

"Internet search companies such as Google came under pressure tonight to block child pornography after a children’s charity said that the sites “fuel the fantasies” of paedophiles [sic] who then sexually assault children [sic].

Bridger’s laptop computer contained a cache of images of children being raped and abused.

Campaigners who blame online porn for child murders are letting paedophiles [shame you said that, Brendan] off the hook

"According to John Carr, an adviser to the Government on child safety on the internet, in the wake of the conviction of Mark Bridger for the murder of April Jones we should clamp down on porn on the internet. Not just illegal porn, but legal porn too. He says Google and others should set their search settings to the "safest option", meaning that everyone who used them would be blocked from finding both legal porn and the viler, more underground stuff. He reckons that putting up "more barriers" to porn will help to prevent certain men from crossing the line from being perverted to being murderous, and thus "more children will be safe".

On both a practical level and as a matter of principle, Carr's proposals don't add up and should be rejected. Practically speaking, it simply isn't tenable to suggest that the availability of porn on the internet is endangering children, putting them at greater risk of being kidnapped and murdered by perverts than they would be if web-based nastiness wasn't available. In truth, the unstoppable spread of the internet has coincided with a decline in the number of children dying violent deaths. The number of kids who die violently is lower today than at any time since records were kept on such grisly matters. In England and Wales, violent child deaths fell by 40 per cent between the mid-1970s and 2010, from an annual toll of 136 to the mercifully lower 84 today. Most of those kids are killed by people they know. The number of children killed by strangers has always been very low, and this, too, is falling – in recent years, in this era of porn being available at the click of a button, it is running at about six a year. To argue that there's a correlation between the availability of online porn and the killing of children is to turn the facts completely upside down."

Block child pornography on Net, say MPs [WTF?] after April Jones' killer Mark Bridger is jailed

"MPs have called for internet service providers to block violent and child pornography, in the wake of Mark Bridger being jailed for the kidnap and murder of five-year-old April Jones.

Keith Vaz, the chairman of the Commons Home Affairs Select Committee, told The Times that the case has shown [how, Keith?] that online images of child sex abuse [sic] need to be removed.

Disagreement Reigns Over Child Abuse [sic] Action

"Google and Microsoft query what else they can do to stop people accessing child pornography, amid calls for more to be done.

The revelation that Mark Bridger used search engines Bing and Google to try [ah] and find images of child abuse [sic] has led to predictable calls for "more to be done".

While it's not immediately apparent that any of the images the killer of April Jones had on his mobile phone were directly sourced through search engines [ah], neither Google nor Microsoft (who run Bing) would be so bold as to argue that child pornography cannot be obtained in this way [so, how does that work, then?].

Both companies maintain that whenever they are made aware of illegal content they act immediately to delist it and inform the police. And they themselves are actively looking for this material in an attempt to limit its spread. [indeed]

Software, in addition to human resources, is used to try and filter out explicit or illegal imagery. [indeed]

Google and Facebook attacked over 'paltry' donations to internet child protection charity

"Three of the internet's most profitable companies have pledged “paltry” amounts to child protection bodies, despite their continued verbal support.

Hotline child porn reports surge

"A confidential hotline used to flag criminal content online [sic] has seen a 40% surge in the number of reports [ah] of child pornography.

The hotline, run by charity the Internet Watch Foundation (IWF), also recorded a 42% increase in the number of images which feature the sexual abuse of children aged 10 and under and a 32% increase in the number of images showing the rape and sexual torture of children.

The IWF analysed the number of reports [ah] for the six months between October 2012 and March 2013 and compared these figures to the previous year.

"The growing availability of high-speed internet around the globe is likely to increase the threat to children, Ceop warned [sic].

A record number of children have been protected [sic] from sexual abusers [sic] in the past year, according to new figures.

Child sexual abuse civil court orders criticised

"The orders are designed to prevent sexual offending against children in the UK and abroad

Civil court orders designed to prevent sex offenders targeting children after they are released from prison are "not fit for purpose", a report has found.

Police detections of child porn images increases by 48%

"The number of detected crimes of people accessing illegal images of children has gone up by 48% in four years, according to research by BBC News.

The figures are for England and Wales and show the increase between 2007-11.

A charity which works with offenders to stop them accessing images said there were many more offenders and that it was impossible to arrest everyone.

The Home Office said it was working with the police and industry to make the internet a safer place [sic].

The figures were obtained under the Freedom of Information Act from the 34 police forces in England and Wales that were able to provide data for the crimes of possession of an indecent or pseudo photograph of a child and possessing prohibited images of children.

In 2007, 919 crimes were detected by the police, however in 2011, this had risen to 1,362.

For crimes that were reported to the police, the increase was 46%.

The figures were analysed and verified by the chairman of the Crime and Justice Statistics Network, Professor Allan Brimicombe."

"Initial research findings into the motivations, behaviour and actions of people who view indecent images of children (often referred to as child pornography) have been released by the Lucy Faithfull Foundation.

The qualitative research involved hearing from Internet Offenders in their own words about what prompted them to begin viewing indecent images of children; how their illegal behaviour developed over time; methods used to find and view images; potential strategies for desisting; and how they are managing this behaviour at present.

It is hoped the research will lead to the development and implementation of new strategies to tackle the global problem of indecent images of children, in particular to prevent the first viewing of child sexual abuse images.

"The warning comes after two brothers who sexually abused [sic] almost 80 children in the UK were jailed in Kuwait last month after an operation led by CEOP.

MA, 35, and his brother Y, 27, tricked [sic] 78 children aged 12 to 16 in the UK to give them their online passwords before threatening [sic] them into carrying out inappropriate sex acts via a webcam.

Both men were jailed for five years last month after being convicted of blackmail in relation to child sex abuse offences."

New 'worldwide safeguard' launched

"One in five convicted or suspected child sex offenders who travel abroad take jobs which give them access to youngsters, figures have shown.

They could have been banned from working with children in the UK but work freely abroad, as many schools and organisations overseas have no access to criminal record checks.

A new police system for UK nationals who are working or volunteering abroad will help identify those who have previous convictions which mean they should be banned from working with children, the Child Exploitation and Online Protection (Ceop) agency said.

The international child protection certificate (ICPC) will be "a worldwide safeguard" for employers and voluntary organisations, the agency's chief executive Peter Davies said.

Fourteen of the 75 travelling UK sex offenders investigated by Ceop in 2011 were associated with roles that involved access to children, figures released by the agency showed. [and, what is your evidenced point?]

Some 1,235 such investigations have been carried out since 2006 with between 7% and 19% of these each year involving offenders who had access to children abroad.
