Police interview suspect possibly connected to Lansingburgh arson

"Police have interviewed at least one suspect they believe is connected to a Lansingburgh arson that displaced 13 people.

Firefighters responded to a fire around 2:30 a.m. May 1 at 250 Second Ave.

Thirteen people, including three young children, were displaced and an elderly woman nearly lost her life. Police believe the fire was an act of retaliation against Level One sex offender DD who lived on the second floor with his family.

Security footage taken that morning shows three potential suspects rushing from the building. Two of the suspects were badly burned, according to authorities. Law enforcement sources confirm that one of the suspects was recently questioned about the fire while being treated at a burn center in Syracuse."

Victim of alleged paedophile [sic] hunters jailed for 12 months

"AO who has been convicted for attempting to meet a girl under 16, was attacked by gang in Wigan.

Shoppers witnessed the assault as O was head-butted and lost two front teeth while some members of the group filmed the incident. He escaped the attack and went to the police to report the assault.

The video was later posted on Facebook with the tag “NWI Nonce Busters” – believed to be a reference to rightwing group the North West Infidels. The video has since been taken down.

“O was targeted because he had illegally arranged to meet up with an underage girl online,”

DI Martin Reddington, of Greater Manchester police, said. “We do not condone vigilante action; it is dangerous and anyone with concerns about grooming should always report it to police."

"Our gut instinct is to be repulsed by sex offenders. As a journalist, I've met paramilitaries involved in brutal killings, armed robbers, and those engaged in all sorts of crime.

Regardless of my views on what they've done, I've never had a problem relating to them as people. But it turns my stomach to set eyes on even the most low risk sex offender, let alone speak to him.

Yet the conundrum is that the sex offender most likely to reoffend is the one driven underground and isolated from society. That's not an argument for protecting perverts' rights, it's a cold fact.

I don't know the answers but I do know it's time we held our noses and dealt comprehensively with this issue. Because hysteria, ranting, or opting for gimmicks, does nothing to enhance child safety."

Area woman convicted for harassing sex offender

"All she wanted to do, Delores Ann Harris told a jury Friday, was to protect herself and her granddaughter from a man who had been convicted 21 years ago of aggravated sexual battery, a man who has been on the state’s sex offender registry since 1997.

But the convicted sex offender in the courtroom was the victim in the jury trial. And Harris, 61, was the defendant, charged with misusing information from the sex offender registry.

It took the jury only 23 minutes to find Harris guilty and even less time to impose a $1,500 fine on her for actions that the prosecution described as a campaign of harassment against SC, 43.

“The commonwealth realizes that Mr. C is not a sympathetic victim,” Assistant Commonwealth’s Attorney Michael Fleming told the six-member jury during closing arguments.

But, Fleming said, the state law is clear: The state sex offender registry, including details about C, can be easily viewed on a website but the information displayed must not be used “for purposes of intimidating or harassing” another person. Violations are categorized as class one misdemeanors carrying penalties of up to one year in jail and a maximum penalty of $2,500.

Harris represented herself at the trial. In an interview after the jury verdict, she continued to deny she had done anything wrong.

“I was dumb for thinking the judicial system would work,” Harris said."

Springbank residents put [innocent] pervert out

"RESIDENTS of a Poleglass housing estate have tonight picketed the house of an alleged paedophile [sic].

Forty-seven-year-old FM of Springbank Drive was caught with ten indecent photographs of a child and subsequently charged on May 31, 2012.

He appeared in court on February 16, 2015. M's defence team did not submit any evidence to contradict the charge and he made no response when the charges were put to him.

He was released on bail to appear at Craigavon Court on March 24, 2015 to enter his plea.

Neighbours were unaware of the allegations until recently. Since being caught with the images three years ago, M continued to live peacefully in the family orientated housing estate.

Prior to being asked to leave [sic], M who uses a wheelchair – lived in a bungalow for around fifteen years and was described by neighbours as a nice person. One neighbour took pity on him because of his disability and even made his dinner. Others cleared his over grown back garden for him because they knew he couldn’t do it himself.

A taxi man who frequently picked him up and helped him in with his messages was surprised to hear of him being put out as he came across as ‘a normal fare’.

On Wednesday evening, a team of armed officers arrived in the estate to escort M out for his own safety. As he was driven away, he was jeered at and attempts made to take his photograph."

Rollins: No place for sex offenders to go

"Ol' Chaplain Farris Robertson is at it again — housing multiple registered sex offenders in a residential Springfield neighborhood despite a city order to vacate.

Attorneys with the city of Springfield, busy defending the city's position in federal court, have decided to leave the residents of 1809 E. Crestview St. alone, for now.

City officials are hopeful a court hearing, expected in early September, will put an end to the discussion and finally force the residents to disband. The city says, among other complaints, that far too many of the residents are on probation or parole.

Reporter's Notebook: Seeking sex offender's perspective

Robertson, on the other hand, is confident the court will side with his view — that the residents of the Crestview house are recovering addicts, some of whom happen to be sex offenders, and are therefore protected under federal law.

But we'll get back to all the legal maneuverings another day.

I wanted to bring up something Chaplain Robertson said this week when I asked him about the four registered sex offenders currently living at the house.

First, he noted that by late June, all of the sex offenders that had lived in the Crestview house had moved out — or in his words, the city and neighborhood had "run them off."

"Google has received fresh takedown requests after a European court ruled that an individual could force it to remove "irrelevant and outdated" search results, the BBC has learned.

An ex-politician seeking re-election has asked to have links to an article about his behaviour in office removed.

A man convicted of possessing child abuse images [IIOC] has requested links to pages about his conviction to be wiped.

And a doctor wants negative reviews from patients removed from the results.

Google itself has not commented on the so-called right-to-be-forgotten ruling since it described the European Court of Justice judgement as being "disappointing"."

In the UK, the Rehabilitation of Offenders Act allows convictions to be "spent" after a certain period of time. For instance, for anyone sentenced to less than six months in prison, their conviction has become spent after two years. Spent convictions typically do not need to be disclosed to employers, but it's easy to see how a Google search result could void any possible benefit from the act."

"Shockingly stupid" arsonist who killed paedophile [sic] by setting fire to his flat jailed for 10 years

"The victim had five convictions for gross indecency and indecent assault in the 1980s and 1990s against boys aged between 14 and 17.

A man who admitted killing a convicted sex offender in a flat fire has been jailed for 10 years.

Daniel Martin, 25, set fire to a wheelie bin and pushed it up against the front door of AH's flat in Worcester in the early hours of December 14, 2011, sparking a rapidly spreading and ferocious blaze in which the 52-year-old was killed.

Sentencing Martin for manslaughter at Birmingham Crown Court, Mrs Justice Thirlwall said the crime was "shockingly stupid" (NS Sherlock].

She said he had intended "to do something so frightening, it would cause him (H) to move away from the area where he had lived since 2001".

"You say you threw stones at his window to try and wake him and say you saw a light come on," she added.

"Whatever you did, it was too little too late.

"You say your intention was only to frighten the victim and the prosecution accept you did not intend to kill or attempt to cause really serious harm."

She added she was "not satisfied" Martin was a danger to the public [really, wiggy?], but he "was a liar and thoroughly anti-social", with a lamentable record of previous convictions, albeit not for similar offences."

Sex Offenders, Experts Question Effectiveness of New Restrictions

"Are sex offender laws preventing the men and women convicted of these crimes from becoming productive members of society?

After serving their time, some sex offenders can be on another list for the rest of their lives.

Convicted sex offenders are required to register with their local law enforcement office for at least 15 years, often much longer than that.

Now some registered sex offenders and their families are saying this branding is doing more harm than good.

"Sam," a registered sex offender who asked to have his identity concealed, calls every day a battle.

"No sooner did we move and the house was getting egged," he says. "They spray-painted on the porch that I need to move. Why keep attacking me?"

Another registered sex offender we'll refer to as "C," says he sees the same struggles.

"Two kids in the area accused me of fondling them," C says. "You want to crawl into a hole and you're afraid."

The Arkansas House of Representatives passed legislation earlier this year prohibiting level three and four sex offenders, considered the most likely to re-offend, from swimming areas and playgrounds in state parks.

They also can't live within 2,000 feet of any school, day care, public park or youth center.

These men say the restrictions, along with the sex-offender stigma, make it nearly impossible to find a steady job and safe place to live."

Deterrent?: under Megan’s Law, US towns can put up signs about sex offenders.

"In Germany paedophiles can volunteer to be castrated. In the US their faces and personal details are disclosed on official websites, and towns signpost “pedophile free zones” [sic]. Protecting children from “stranger danger” has never been as political and, some argue, hysterical.

Here, new legislation on the existing sex-offenders register will be introduced by the end of the month, according to Minister for Justice Alan Shatter. But he hasn’t yet said if he supports the principle behind the Child Sex Offenders (Information and Monitoring) Bill, legislation proposed by the Independent TD Denis Naughten, which would give parents, schools and clubs access to the register. (What currently exists is a list of convicted sex offenders, people given certificates, either by the courts or by the Irish Prison Service, that require them to tell the Garda where they live. It is not officially called a sex-offenders register, but it is informally referred to as such.)"

Warnings over sex offender monitoring proposals
 
"The Irish Penal Reform Trust is warning that convicted sex offenders could go into hiding to avoid garda monitoring if their backgrounds are revealed under a proposed new law.

IPRT Executive Director Liam Herrick was responding to proposed legislation similar to "Sarah's Law" in the UK.

The proposed law would allow gardaí provide "relevant and appropriate" information on sex offenders to parents, schools and clubs responsible for children and vulnerable adults.

Mr Herrick said that legislation in the US, which identified the location of sex offenders, had led some offenders to deliberately avoid and evade scrutiny."

Disclosure of Information about Sex Offenders

"While the interest in and support for information disclosure is understandable, proposals such as these preserve many common misconceptions surrounding sex offenders. Much public angst derives from a perception that all sex offenders are prone to reoffending, despite empirical evidence demonstrating that the rate of re-offending for sex offenders is lower than for most offenders and recognition that not all sex offenders pose the same level of risk. Thus targeting all sex offenders as a group is not necessarily a proportionate response, considering that the perceived risk is confined to a minority."

"Finally, as the case of X (South Yorkshire) v Secretary of State for the Home Department and Chief Constable of Yorkshire [2012] EWHC 2954 demonstrates, it would be prudent for any future proposals to incorporate an opportunity for the person, about whom disclosure might be made, to be asked if he wishes to make representations. As the Court in X (South Yorkshire) noted, the absence of this opportunity means the decision maker might not have all the information necessary to conduct the balancing exercise which he is required to perform justly and fairly.

Public safety is undoubtedly an important concern, but the ‘need to know’ must to some extent be balanced with individual rights and with the ability of individuals to become reintegrated into society, which will ultimately be in the public interest. Any attempts to introduce broader public access to information should be resisted, while accepting that in some circumstances controlled disclosure may be the best way of providing adequate protection."

Neighbours voice sex-offender fears

"Residents of an Ilkeston street have been reassured by a housing trust and police that known sex offenders have not been living near to them.

Concerned neighbours in part of the town contacted the Advertiser, saying they had been told that a sex offender had moved into a house on their street when a housing association signed a contract to rent the property.

Soon after the house was the target of a vandalism attack.

A neighbour, who cannot be named, said: “We were told that there was a sex offender living in the house and the next day someone vandalised it.

“It’s a massive worry because there are children living at and visiting my house all the time.

“I want to know that there hasn’t been a neighbour taking photographs and looking into my garden where children played all summer .

“We contacted the police and the accommodation provider and they pretty much told us to calm down, but how can you having been told a paedophile could have been living next door?”

When the Advertiser contacted the housing association in charge of the property it said that sex offenders had not, and will not, be living at the address.

A spokesman said: “As a result of a rumour a property was vandalised.

“We did speak to residents at the time.”

Inspector Nick Daines said: “We would urge members of the public not to act on the basis of rumour and local gossip.”

As well as the rumours residents are also concerned about criminals being put up at the address.

“This is a family neighbourhood, it always has been until this came along,” one said.

“We can’t sleep at night, it’s caused me health problems.

“We can’t even let the kids out to play anymore, I want to sell the house but no one will want to buy it with that nearby.”

"Pilot: the scheme is being trialled on the Stonebridge Park Estate in Harlesden, where three orders were served last month by Hyde housing association

Criminals and their families face eviction from their homes within days of being released from prison in a fresh legal assault on neighbours from hell.

The Metropolitan Police have teamed up with one of London’s biggest landlords to test fast-track legislation which bypasses lengthy eviction battles.

Tenants convicted of criminal offences are being served with Suspended Possession Orders as soon as they have been released from jail. Any breach of the order’s “good behaviour” conditions can lead to an eviction order within days. The new powers will prevent lengthy delays associated with evicting known criminals.

The approach has been piloted on the Stonebridge Park Estate in Harlesden, where three orders were served last month by Hyde housing association. It plans to adopt the strategy across the capital, where it has 15,000 homes."

On this day, though, the chairs were filled with dozens of people who, like Mr. Neely, have had to register as sex offenders.

Mr. Neely, who pleaded guilty to multiple counts of sexual indecency with a child dating to 2003, said that at first, “I was terrified; I was hiding, hoping to stay under the radar.”

Across the room, men in the crowd nodded.

As local and state governments have imposed tough penalties for sex crimes in recent years, including restrictions on where sex offenders can live or even set foot, members of this highly stigmatized group have begun to fight back.

A few weeks ago, more than 100 people — sex offenders, almost all of them men, along with wives, girlfriends and mothers — came from around the country to “Justice for All: A Conference to Reform Sexual Offense Laws.”

They and others have formed associations and are holding conferences like this one to argue that a wave of legal penalties and restrictions washing across the country has gone too far. They hope to convince judges, lawmakers and the public that indiscriminate laws aimed at all sex offenders are unconstitutional and ineffective.

Over the last few years, Mr. Neely has overcome his fear and taken on a decidedly public role: He has become an advocate for sex offenders’ rights. At the conference, he urged others to speak up."

Is It 'Very Offensive' for Sex Offenders to Demand Just and Sensible Laws? 

"As further evidence of the shallow thinking behind the indiscriminate crackdown on sex offenders, consider Schroeder's take on the debate about recidivism: "The pro-sex-offender lobby likes to bandy about percentages, as if even 1 percent is acceptable." Actually, it is the supporters of ever-harsher laws who like to bandy about percentages, claiming that sex offenders should be treated as an especially worrisome class of criminals in part because they are especially likely to commit new offenses after they've served their sentences. Since the evidence suggests that is not true, surely it is relevant to say so. Questioning hyperbolic claims about recidivism hardly amounts to saying recidivism is "acceptable."

"At least 17 removed from registry in area after ruling requires changes

JA is finally getting some relief after 20 years of anxiety.

A, 50, is one of approximately 300 people whose names have been removed from Oklahoma’s Sex Offender Registry since a June state Supreme Court ruling, according to Department of Corrections records.

“It’s a big relief,” the Boynton man said. “I don't worry about it no more. I used to worry about it all the time — would I get in trouble where I lived.”

Nearly 7,400 convicted sex offenders’ names appear on the DOC’s registry. That is down from approximately 7,700 listed when the state’s highest civil court ruled amendments to the Sexual Offender Registration Act couldn’t be applied retroactively."

LANSING (AP) -- More people will be added to Michigan's public sex offender registry under a bill signed by Gov. Rick Snyder.

The bill signed Tuesday will require people convicted of a single Tier I offense for some crimes involving minors to be placed on the online registry. Offenses that qualify include possessing child pornography and surveillance of a minor.

Republican Sen. Rick Jones is the bill's sponsor. He says it will add about 250 people to the public registry.

People convicted of such crimes must already register with the state, but their information is made available only to police. Currently only people convicted of Tier II and III offenses are placed on the public registry."

"This is appalling, but very normal for some legislator posturing for their next political office at the expense of our registrant families.

There are well over three quarter of a million (751,138) men, women and children required to register for offenses such as urinating in public, streaking, incest, exposure, rape, false accusations by a soon-to-be ex-wife, angry ex-girlfriend, accusations after a party where there was heavy drinking, or a spiteful student, viewing suggestive or abusive images of a person underage (16 in some states and 18 in others), solicitation, prostitution, endangering the welfare of a child and many other "offenses" resulting in a registry not being used as intended and that was to manage and track the most violent repeat offenders.

Our organization, Women Against Registry, advocates for the families of these folks who have been adjudicated, paid their debt to society and are living a law-abiding life. But, these families are subjected to harassment, beatings, vehicles damaged, signs placed in their yards, being asked to leave their church, organizations, flyers distributed in the community and even being murdered all because they are trying to help someone reintegrate into society."
