DB: British nurse charged with sex offences [sic] after FBI probe into cannibalism plot [sic]

"The 57-year-old is charged with 11 counts in connection with activity over the internet between him and several people.

A British nurse whose name emerged as part of an international investigation into cannibalism [sic] has been charged with sex offences [sic] and attempting to poison someone.

DB, 57, formerly from Canterbury in Kent, is charged with 11 counts in connection with activity over the internet between him and several people.

Kent police said an investigation was initiated earlier this year as a result of liaison with officers from the FBI in America, investigating offences of conspiracy [sic] to kidnap and murder by Gilberto Valle, 28, a former New York police officer.

B was arrested on February 21 on suspicion of committing conspiracy offences and has been on police bail until today.

He was charged at Canterbury police station with one count of attempting to administer poison to someone, two counts of possessing an indecent photograph of a child, one count of attempting to meet a girl under 16 following sexual grooming, and seven counts of publishing an obscene article."

Child Pornography and Likelihood of Contact Abuse

"A Comparison Between Contact Child Sexual Offenders and Noncontact Offenders

Abstract

This study examined a sample of 120 adult males convicted of offences involving indecent images of children (IIOC); 60 had a previous contact child sexual offence (dual offenders) and 60 had no evidence of an offence against a child. Analyses explored socio-demographic characteristics, previous convictions, and access to children. Of the 120 offenders, a subsample of 60 offenders (30 dual offenders and 30 non-contact) were further examined in terms of the quantity of IIOC, types of IIOC, and offending behavior. The study found the two offender groups could be discriminated by previous convictions, access to children, the number, proportion, and type of IIOC viewed. The IIOC preferences displayed within their possession differentiated dual offenders from non-contact IIOC offenders. Within group comparisons of the dual offenders differentiated sadistic rapists from sexual penetrative and sexual touching offenders. The paper suggests there may be a homology between IIOC possession, victim selection, and offending behavior. Implications for law enforcement are discussed in terms of likelihood of contact offending and assisting in investigative prioritization."

Comment:

We continue to debunk, the dangerous and offensive myths, regarding such claimed causalities.

Dr/DCI Long, and the Kent Service PPU, have a long history of searching for things that do not exist, and zealous, operational, commitment, against 'sex offenders'.

From what you state, in your abstract, Dr Long, there seems to be a heterology, but, we will have to spend a little more time, on the full paper, before further comment.

Factors associated with contact child sexual abuse in a sample of indecent image offenders

Michelle Ann McManus*, Matthew L. Long, Laurence Alison & Louise Almond

"Abstract

This study explored a sample of 244 UK adult male offenders convicted of offences involving indecent images of children (IIOC):

120 had a previous contact child sexual offence (defined as dual offenders) and 124 had no evidence of an offence against a child (defined as non-contact offenders).

Offender groups were compared regarding their socio-demographic characteristics, previous convictions and IIOC possession.

Key discriminatory factors that differentiated dual offenders were: access to children, previous offence history, sexual grooming and possession of IIOC that depicts similar-aged victims.

In contrast, non-contact offenders could be identified from their greater amount and wider range of IIOC possession.

The results suggest a homology between Internet behaviours, IIOC possession and victim selection.

Implications for law enforcement agencies are discussed in terms of assisting investigative prioritisation by identifying those most at risk of committing sexual abuse against children."

Detective Inspector David Shipley - If He Cannot Get You For A Legal Video, He Will Get You For Telling Stories

Posted on: 17 September 2012

Man sentenced for abusive online chat

"Legal precedent set by Kent Police

A man has today been sentenced at Maidstone Crown Court to three months imprisonment, suspended for two years, for online chat offences under the Obscene Publications Act. He also received an order to be supervised by the Probation Service for two years.

Kent Police has set a legal precedent in prosecuting a man for making comments graphically describing the abuse of children during a ‘private’ online conversation."

"‘In appropriate circumstances, Kent Police will investigate those who seek to encourage and support [clearly not] the sexual exploitation of children in the same manner as this case. We will take robust action to both protect children [sic] and bring offenders to justice.’

‘Smith was engaging in online chat, encouraging [clearly not] and minimising the issue of child abuse [telling stories].

‘Kent Police's Public Protection Officers are committed to protect children [sic] from any form of abuse including sexual exploitation. This includes identifying those who seek to support and encourage [clearly not] the sexual abuse of children.

‘As a result of this case, the Obscene Publications Act of 1959 can be used for online offences where people engage in fantasy chat about the sexual abuse of children [in fact, anything]. Such people should not consider themselves beyond the reach of the law. Should we identify similar offences from anyone in the future, we will consider the use of this law [not much though, Dave, you were just harassing this one man], amongst other legislation available to us, to protect vulnerable people from harm [sic].’"

Convicted paedophile GS convicted for online conversation describing child abuse

"Referring to what he described as S's "incestuous and sadistic" online conversations, the judge added: "It's quite clear that this was fantasy and you were not describing activities that had happened or you could bring about to happen.

"It is also accepted that this Internet relay chat was in a one-to-one context.

"The chat logs were not published beyond their immediate recipient and there is no evidence that the material would be shared beyond that other party."

Under the Obscene Publications Act, material is obscene if it tends to "deprave and corrupt" those exposed to it [whatever that means].

Judge St John-Stevens said by pleading guilty S accepted his conversations were capable of this [whatever it means].

"It may well be that the person at the other end was feeding their own addiction," he continued. "It may be it was fostering addictions and inclinations or proclivities they never had before. That is the mischief of these sort of activities. [is that it - unevidenced psychobabble?]"

The judge accepted S did not believe he was committing a criminal offence [he was not, in accordance with inchoate crime case law] but said ignorance of the law was not an excuse [it should be, when no case law yet existed]."

Sex offenders register [sic] branded “wholly inadequate” after Dover paedophile [sic] goes missing

"Serious questions have been raised over the effectiveness of the sex offenders register [sic] after a convicted paedophile [sic] who abused a young boy was able to slip off the radar [sic]."

"Gravesend-based Family Matters [keeerchhhingnngg], the UK’s largest [?], specialist counselling service for survivors of sexual abuse and rape, said the sex offenders register [sic] was a “false hope” in keeping children safe.

Operations director at the charity Malcolm Gilbert said: “It is a wholly inadequate instrument for protecting our children –its minimal restrictions [sic] are routinely flouted and disregarded by many hundreds of offenders.

“The police make no active effort to check those registered in their area [sic]. It is a waste of time [sic] and leads to an impression of false security [correct].

“If we think these people are a threat [risk is relative, what is your risk, Malcolm?] then the actions we take should proportionate to the threat [we agree, stop registration]. The whole matter should be reviewed and alternatives sought [any ideas, Malcolm?].”

He said the register was more of a “gesture” than an action [sic] as there are no requirements other than registering an address with police [hahahahaha].

“If they were required to sign on daily to police as is done with certain bail conditions then that would be something,” he added." [is that it? Is that the kingpin of your final solution, Malcolm? They do, when they are required to, you uninformed fool]

Britain's worst sex offenders will be forced to take regular lie detector tests when they leave jail to catch reoffenders

"The £4,000 polygraphs, which monitor heart rate, breathing and blood pressure, could be in place by 2014

About 750 offenders will be tested every 12 weeks to make sure they're being honest [sic] about what they've been up to

Hundreds of sex offenders will be forced to take lie detector tests every three months when they leave jail, it's been revealed.

No10 wants mandatory tests for all high risk sex pests - such as nursery school paedophile [sic] Vanessa George and child killer [sex offender?] Jon Venables - after a successful trial in the Midlands between 2009 and 2011.

Under the scheme 750 offenders will be tested every 12 weeks to make sure they're being honest [sic] about where they've been and what they've been doing."

Why giving polygraph tests to sex offenders is a terrible idea

"Polygraphs are notoriously unreliable and easy to fool, and sooner or later sex offenders will discover the truth about them

In the pilot study it was sex offenders' belief in the polygraph that made them reveal the truth, not the test itself.

It was recently announced that the government is keen to introduce mandatory polygraph testing for rapists and other serious sex offenders when they are released from prison, in the hope that this will reduce re-offending rates and thus protect the public.

It seems, however, that these encouraging results were based not upon the ability of the test to detect when offenders are lying, but instead upon the offenders' belief that the test was capable of doing so. This raises serious issues regarding the wisdom of rolling out such a scheme on a mandatory basis across England and Wales."

Prosecuting internet sex offences under old laws

"When Parliament was in the process of considering the Criminal Justice and Immigration bill in 2008, various interest and pressure groups lobbied in the hope that their particular concern or hobbyhorse would be considered for inclusion in the bill. Among them was Kent Constabulary, who expressed the concern that there appeared to be a lacuna in the existing law that needed to be filled by the new Act.

Their concern was that sex offenders [sic] were engaging in communication as individuals or in groups in online internet chatrooms, and were expressing their fantasies in conversations with others who shared their interests. These conversations were then being stored and exchanged or shared in the form of chatroom logs. These logs were created automatically by the computers used in this communication. Such activity is almost impossible to police, even if the subject is on the Sex Offender Register, and subject to monitoring by the multi-agency public protection arrangements team (MAPPA). This activity is conducted silently, and secretly behind closed doors.

Kent’s concern was that this activity was potentially dangerous [sic], feeding [sic] an interest [sic] in and an unhealthy [sic] and unnatural desire [sic] for inappropriate sexual contact with children."
