Can a sex offender's medical treatments keep kids safe?
"Many Hyde Park parents aren't pleased that convicted sex offender TS chose their town to start his life after prison. Corrections says the 53-year-old is likely to reoffend and would target 12-year-old boys.
"So, how can I honestly feel they're safe out on that playground?" dad Mark Dvorak said Wednesday.
S served his max sentence for kidnapping and sexually assaulting a Vermont boy. Now, Hyde Park law enforcement is trying to be frank with concerned citizens.
"He currently is taking, and he told me to use the term Depo-Provera shots, which are a male castration, a form of male castration," Lamoille County Sheriff Roger Marcoux said Wednesday.
"For cases where people are fearful of what they might do, by based on what they have done in the past, sometimes it's seen as a reasonable suggestion," said Tom Powell, a forensic psychologist.
Powell has worked extensively with incarcerated sex offenders. He calls these monthly injections a "deep-end option" for high-risk offenders. The treatment is not widely used in Vermont, but he says other states that have civil confinement use it routinely."
"There are more than 1,400 sex offenders in the state. And as for the rate of recidivism, Powell says only 10 to 15 percent of sex offenders actually re-offend. Of those who do, two-thirds commit non-sexual crimes."

Former Today boss ES cleared of schoolgirl rape
"Former UK newspaper boss ES has been found not guilty of raping a schoolgirl.
Mr S, 69, who founded the Today newspaper, denied six counts of rape. He had told the Old Bailey he had "never touched" the teenage girl."

Sentencing rule defied
"Judge twice gives Ohio child-porn owner 1-day jail stay, says guidelines are flawed
Appalled at the harsh sentencing guidelines for child pornography offenses, a federal judge sentenced an ailing, 67-year-old defendant to only one night in jail — and when an appeals court ordered the defendant resentenced, the judge imposed the same punishment.
“If I have got to send somebody like Mr. (R)B to prison, I’m sorry, someone else will have to do it,” said U.S. District Judge James L. Graham of Columbus, Ohio. “I’m not going to do it.”
The 6th Circuit Court of Appeals on Thursday vacated B’s sentence again, saying it didn’t reflect the seriousness of the offense, and this time ordered that another judge impose a penalty.
The unusual act of judicial disobedience by Graham — who was appointed to the bench 27 years ago by President Ronald Reagan — is the latest protest of sentencing rules for pornography possession, which other federal judges have described in opinions as “irrational” and “bordering on witch hunts.”

Children’s commissioner: Rules on touching ‘wrong’
"SCOTLAND’S Children’s Commissioner has claimed that touching children is “fundamental” to their development and that the “pendulum of safety has swung too far” in their relationship with adults such as teachers.
Tam Baillie, appointed by the Scottish Government to champion children’s issues, said many professional carers and volunteers were scared to touch a child who was not related to them because of concern over how those actions might be perceived.
Baillie’s comments come in advance of a meeting of a panel of children’s experts this week which will debate the notion that “Touching children shouldn’t be taboo, it should be an expectation”."

"The WA Government has defended its choice of electronic ankle monitors to track dangerous sex offenders despite US officials saying they have a range of faults including being jammed when covered with foil.
Last December, the WA government revealed that 3M Australia had been awarded the contract for the provision of GPS tracking equipment, as part of a $6 million policy to keep track of the state’s worst sex offenders."

Serbia adopts harsher law against paedophiles [sic]
"The Serbian parliament on Monday approved harsher sanctions against paedophiles [sic] and tighter controls on offenders once they are released from prison.
Those convicted now face a minimum sentence of 10 years in prison, with no possibility of a reduced term. The maximum sentence is set at 40 years, which can be handed to the perpetrator in case the victim is killed, while the statute of limitation is eliminated."

"Even the most ardent supporters of chemical castration recognise that administration of anti-androgens without relevant therapies defeats the point of the entire exercise. Given the significant side-effects of chemical castration, a law that would require indefinite administration of anti-androgens for sex offenders is likely to be unconstitutional. Even if the argument is that governments must invest in chemical castration even if it means a minuscule effect on the incidence of rape, it would require State governments to put in place a rigorous system of providing therapy for it to be a constitutional option. Given the condition of state health care services in India, there are very good reasons to be sceptical about the feasibility of providing such therapy."

The introduction of chemicals hampers the functioning of the circulating sex hormones, and makes a man incapable of rape.
One of the earliest and most famous subjects of chemical castration was mathematician Alan Turing, the man who defined algorithms and fathered a prototype of the computer. He was punished in 1952 for homosexuality, then a crime in the UK."
