Inspectors give their verdict on conditions for sex offenders at HMP Bure in Norfolk
"The annual report into Norfolk’s prison for sex offenders has again highlighted “inappropriate” care and facilities for elderly and disabled prisoners.
For the third consecutive year, the issue has been flagged up in the Independent Monitoring Board (IMB) report about HMP Bure, which opened in 2009 at the former RAF Coltishall.
It also highlights “totally unacceptable” handling of prisoners with indefinite sentences. A “serious lack of opportunity to complete programmes” means they are held “far beyond a release date that they would otherwise have achieved”.
The IMB report clears the prison managers of any blame, and urges the government to suspend the sentencing exercise to allow a “more robust structure” to be put in place across the country.
The prison houses up to 523 category C male sex offenders, largely from the eastern region."

Risk worry as sex offenders are freed from HMP Whatton without treatment
"PEOPLE could be at risk because sex offenders are being released from a specialist Notts jail without treatment, it is claimed.
"Inadequate" funding at HMP Whatton, near Bingham, means some inmates ['prisoners', please] are not undergoing psychological programmes to try to stop them re-offending.
The claim is made by the jail's Independent Monitoring Board in a report out today.
Board chairman Dr Ed Pollock told the Post he was worried about a risk to the public because the lack of Government cash at the prison means there are not enough psychologists to treat prisoners."

Strasbourg judges rule indeterminate sentences unlawful
"European court of human rights rules against open-ended sentences being served by 6,000 prisoners in England and Wales
The European court of human rights judges said inmates serving indeterminate sentences had no realistic chance of accessing rehabilitation courses.
The European court of human rights has ruled "arbitrary and unlawful" the operation of indeterminate sentences for the protection of the public (IPPs), currently being served by more than 6,000 prisoners in England and Wales.
The Strasbourg judges said the prison system was "swamped" by prisoners without fixed release dates after the indeterminate sentences were introduced in 2005. They said the three inmates who brought the case had "no realistic chance" of accessing the rehabilitation courses they need to qualify for release.
The new justice secretary, Chris Grayling, told MPs he was disappointed by the judgment, and intended to appeal against it. He said: "It is not an area where I welcome the court seeking to make rulings."
The unanimous ruling by seven judges, including the British judge Sir Nicolas Bratza, awarded up to €8,000 (£6,500) compensation to three prisoners, Brett James, Nicholas Wells and Jeffrey Lee, who have been held up to two years and 10 months longer than the original minimum recommendation of their trial judge. They were also awarded €12,000 costs each."

Children At Risk: Treatment aims to prevent repeat offenses
"In the seven years that psychologist J. Richard Ruby, Ph.D., has treated sex offenders at the Lackawanna County Prison, only one has returned to the jail charged with another sex crime.
It is a recidivism rate of which Dr. Ruby is understandably proud, although he readily acknowledges it requires an asterisk.
The majority of inmates he sees at the county prison are what he describes as low-intensity offenders, usually less sexually deviant than poor decision-makers. The more serious offenders - "the real bad guys," Dr. Ruby calls them - bypass him when they are sentenced because they end up in the state corrections system."

Scientific explanation of psychopathy cuts jail time
"Serial sex offender Raymond Henry Garland, considered one of Australia's most dangerous sexual predators, was officially diagnosed a psychopath last week. Psychiatrist Joan Lawrence told the Brisbane District Court that Garland had an "almost 100 per cent chance of violent reoffending." Garland has been dealt four indefinite sentences – but research out today suggests that biological evidence of psychopathy could alter the length of such sentences."
"It's usually up to the judge to decide what factors to balance at sentence, how they should be weighed and what evidence to consider, and that results in very varied sentencing," he says. "I think there should be less discretion involved in sentencing, although judges hate the idea."

Task force to examine Minn. sex offender program
"A federal magistrate has ordered Minnesota to create a task force to explore less-restrictive custody options for sex offenders in the state's civil commitment program who rarely go free under the current system.
Chief Magistrate Judge Arthur Boylan issued the order Wednesday in a class-action lawsuit filed by sex offenders in the program, which allows the state to hold sex offenders beyond their prison sentences indefinitely if they're considered dangerous.
The offenders are challenging the constitutionality of the program, saying they lack realistic ways of earning their freedom. None had been successfully released since the program began in 1994 until one patient earned a provisional discharge earlier this year."

Prison home release for Beast of Blenheim
"Sex offender Stewart Murray Wilson will have to live in a house on prison property in Whanganui following his release from Christchurch's Rolleston Prison on September 1.
The condition is among a raft of strict controls that will be in place for the so-called Beast of Blenheim's release, revealed by the Parole Board today.
Wilson, 65, was jailed for 21 years in March 1996, one of New Zealand's longest sentences at the time, after being convicted on 22 sex charges against women and children spanning from 1971 to 1994, including rape, stupefying or attempting to stupefy, attempted rape, bestiality, ill treatment of children, assault and indecent assault. His sentence officially ends in December 2015 but the board must release him on September 1 because he will have served his mandatory jail term under old sentencing rules, despite being assessed at high risk of reoffending.
Last month, a 10-year extended supervision order was imposed on Wilson, meaning the Corrections Department could closely monitor him until 2025, when he would be 78 years old.
As predicted, one of 17 special conditions of his release will make him the first child sex offender tracked by global positioning technology (GPS) on parole.
Also, he will be forced to live in a rental house on Whanganui Prison property, which is yet to be erected and awaits resource consent, but is expected to be ready in time for his release.
In today's decision, the Parole Board said Wilson had spent 18 years in jail and under normal circumstances, he would have expected a release "relatively free of restrictions".
However, its paramount consideration was community safety.
"Overall we believe that the conditions will protect the victims and the community at large.""

Sexism row as children's play centre bans fathers and all boys aged over nine

Equality watchdog will investigate the centre's policy
Decision made for 'cultural reasons' in the interests of the 'predominantly Asian' community
A children's play centre has barred fathers from attending with their children and is now facing an investigation by equality watchdogs.
Kids Go Wild is believed to be the first such play centre in the country to introduce a ‘women only’ policy – which also bans boys over the age of nine.
Bosses at the centre, which opened less than a fortnight ago, claim the policy was instigated for ‘cultural reasons’ and was in the interests of the ‘predominantly Asian’ local community."

Lest we forget - Adult amnesia and children's sexual behaviour
"Two Bog Walk High students kiss after exchanging vows at a mock wedding earlier this year. The children were both expelled. Orville Taylor says blinkered Jamaicans are pretending that rampant hanky-panky, and worse, among children is a new phenomenon. -
Why is it that we suffer from adult-onset amnesia when it comes to the things we did in our childhood? Pardon my lack of alarm at the recent pronouncements by Superintendent of Police (SP) Gladys Brown-Campbell, but there is nothing new under the sun about children having sex or other type of intimate contact with their peers."

Who is a rapist?
"Men who rape can look and act like everyone else, almost right up until they start raping, as confessions on Reddit reveal
Who is a rapist? That's a question our societies began to struggle with as far back as when we determined that women had the right to refuse sex.
More often than not, we just say who isn't a rapist. Deuteronomy says he's not a rapist if you didn't scream. Some judicial systems say he's not a rapist if he's your husband, and increasingly few say he's not if he marries you right after. Cops, prosecutors, juries and members of the public who eventually get called to serve on them have myriad of unwritten rules about who isn't a rapist: famous men, men whom you kissed that night, men with whom you (or anyone) previously had consensual sex, men who were going to pay you for it, men who are "too attractive" to have to resort to coercion, men who didn't have weapons, men who haven't ever raped anyone else and seem too old to start now … and the list goes on."

Sex offender order will be ended
"A MAN who took photographs of naked boys in swimming pool changing rooms will soon no longer have to register as a sex offender.
WP avoided a jail sentence in 2006 but was told that he would be put under a timeless sexual offences prevention order. A judge has now ordered it will end next June.
Because he received a six-month suspended jail term, P, 58, only had to register as a sex offender for seven years.
Robin Shellard, representing him, told Swindon Crown Court it would be unfair to make him continue registering when that time was up.
Prosecutors agreed, in light of cases heard by the Court of Appeal, and did not oppose an application for it to end."

Rape, violence and jailbreaks: what inmates can watch on prison DVDs
"Movies showing graphic rape scenes, brutal violence and jailbreaks are available to inmates at a Welsh prison holding hundreds of sex offenders, Wales on Sunday can today reveal.
Prisoners held at HMP Usk in Monmouthshire have access to a library of 550 DVDs – including gruesome horror flicks and movies showing sexual violence and the seedy criminal underworld of gangs and drugs.
The selection has been condemned as “completely and utterly inappropriate” by a prisons experts and leading politicians.
Among the library of DVDs available to inmates are gory 18-rated horror films The Silence of the Lambs and Hannibal and crime thriller The Bank Job – about a major bank robbery.
Cons at the prison – which mainly holds sex offenders – can also access 1991 fugitive thriller Thelma & Louise, which features a scene showing an attempted rape, and box office hit Deliverance, which features a notorious male rape scene."

Sex offender files left on Brighton bus
"Documents containing information on violent and registered sex offenders were left on a bus in Brighton by a Prison Service employee, police said.
Sussex Police said the file contained the cases of several people being managed by the Multi-Agency Public Protection Arrangements.
It was reported missing on Tuesday by the prison employee.
A 32-year-old man who found the file handed it in to The Argus newspaper from where police recovered it.
A police spokesman said officers identified the bus involved when the incident was reported. CCTV revealed the documents had been picked up by the man, from Brighton.
He was arrested on suspicion of theft on Wednesday morning but said he had handed the documents to the newspaper."

About Changing The Way They Thought

Offender behaviour not tackled before release - report
"Prisoner behind bars Many prisons do not have the capacity to run courses aimed at reducing re-offending rates
Serious criminals are leaving prison not having been on programmes designed to stop reoffending, says a report.
Prisons and probation inspectors for England and Wales found no plans to deliver treatment programmes to a third of sex offenders needing them.
Most of the 11 prisons examined lacked capacity to meet demand for courses.
But they said a significant culture shift among staff was also needed, pointing out that a new computer system, designed to improve the management of prisoners, was not being used properly.
Mr Hardwick said: "On the face of it, it is just really disturbing. What's happening on the ground now in terms of offender management is too poor in too many places and needs to be galvanised."
He said: "Sex offenders are being released without adequate interventions to reduce the risk that they will re-offend."
Steve Woodgate, the lead inspector, said: "One in four people in prison in this sample not having been assessed is a bit scary."
He said they were "not being followed up, not being reviewed, nobody's really on the case".
She said: "Some prisoners, and most worryingly, some sexual offenders, are not always able to access the treatment they need to change their behaviour before their release."
NOMS chief executive officer Michael Spurr said there had been a 5% reduction in reoffending since 2000.
"This reflects much better case management both in prison and the community," he said.
"We are targeting resources to reduce risk to the public. Over 1,000 sex offenders completed programmes in custody last year and we will continue to prioritise work on the basis of risk."
He said that transforming the management of offenders was a "significant challenge".
"We have made real progress but accept there is more to be done to break the cycle of reoffending."
Ms Calderbank said if offender management and rehabilitation were not given the same priority as punishment and containment "we will continue to lock up large numbers of people at increasing cost but to very little effect".
"We were looking for work that was done with prisoners during the course of their sentence which was actually about changing the way they thought," she told BBC Radio 4's Today programme."

A Fitting End
Killers sentenced for disemboweling paedophile [sic] in jail
"TWO men were today jailed for life for the gruesome murder of a fellow inmate at a North East jail.Nathan Mann and Michael Parr killed MH at Frankland Prison by slitting his throat, stabbing him in the eye with a pen and cutting open his stomach.
Newcastle Crown Court heard the pair planned to cut Mr M’s liver in half and eat it but were unable to go through with their plan.
Psychopath Mann, who admitted manslaughter on the grounds of diminished responsibility, was jailed for life with a minimum of 16 years. That sentence will run consecutive to the life sentence with a minimum of 24 years he was already serving for a double murder in Leicester, meaning he must do at least 40 years.
Parr, who admitted murder, was jailed for life with a minimum term of 32 years.
Both men were warned by Mr Justice Openshaw they may never be released because they are so dangerous."

Unintended Consequences
Updated July 11, 2012, 12:41 pm
Sex offenders policy dangerous: Qld police
"Queensland has passed new laws to jail child-sex criminals who reoffend for a minium of 20 years.
Queensland police fear life sentences for repeat child-sex offenders may push more attackers to kill their victims to eliminate witnesses.
The Queensland government passed a two-strike policy against child-sex offenders on Tuesday.
An adult already convicted of a serious child-sex offence will face a mandatory life jail sentence with a minimum non-parole period of 20 years if they commit another serious offence against a child.
A Queensland Police Service letter warned the government it could have unintended consequences.
"... as the proposed 20-year non-parole period will apply for both murder and repeat child-sex offences, an offender may consider killing the child victim to evade punishment under the rationale there is little incentive to leave a child witness alive," it said.
The letter, submitted to the government in June when the tougher laws were only a proposal, also warned there may be a reduction in reporting of child-sex offences in families where a witness does not want the offender to face life in prison."
