The Nature of Paedophilia [maybe]

"Three years on from the murder of their daughter April Jones by paedophile [not] Mark Bridger, her parents Coral and Paul are calling for help to be given to paedophiles to stop them offending. Perhaps surprising views given their loss, but should we be giving this idea a lot more thought? And how can we stop child abuse by paedophiles [not]  when we understand very little about them? [Eh?]

BBC health correspondent Matthew Hill looks at the subject from a scientific point of view and examines what we do know about paedophilia. He explores the latest scientific research on what causes it, whether it is a treatable illness and how our understanding of the condition has implications for the best way to manage it.

He talks to leading neuroscientists about what is going in the brains of paedophiles and visits the NeMUP project in Germany; a research consortium studying the neurobiological mechanisms underlying paedophilia.

Matthew considers whether our collective revulsion of paedophiles [sic] is getting in the way of preventing child sexual abuse. If they were less vilified, would they be more willing to seek help and would this prevent offences being committed? [sic] With exclusive access to two paedophiles, Matthew finds out what it is like to be seen by society as a monster and what support is available in the UK.

And if paedophilia is a medical condition [no, PD is] that needs our understanding, should we not be investing more in preventative treatment? The NSPCC and police service think so and believe we need to adopt a public health approach. The programme also speaks to “Don’t Offend”, a unique prevention project taking place in Germany.

Paedophiles ‘need therapy not arrest’ to fight child abuse

"Paedophiles should be given therapy without the threat of arrest to help tackle child abuse, a leading UK academic on paedophiles has said.

Dr Sarah Goode warned the threat of being reported by doctors and therapists is driving paedophiles underground and stopping them seeking help.

She is calling for the government to support a national prevention programme offering free help for paedophiles before they have committed a crime.

Dr Goode, author of Paedophiles in Society, said: “At the moment the only thing we do is try and catch people after they have harmed children – nobody is intervening before.

“We need to train therapists across the country so if you have concerns about your sexual feelings you can go to a therapist feeling confident they are not going to report you.”"

Experts are calling for prevention strategies for paedophilia, so why is no one listening?

"However when she began lobbying to establish a similar initiative in Australia in 2003, she was met with a wall of resistance.

“It’s been highly frustrating ... and now we’ve come to a standstill,” she told news.com.au.

She’s had countless meetings with politicians and put in countless submissions for funding, but the director of Bundaberg-based charity Phoenix House says it’s been “a real political struggle”.

“We’ll have a mass exodus of votes if we do that,” Aussie politicians have told her in the past.

But she hasn’t stopped trying.

“We have the evidence that men who want to change will come forward,” she laments. However securing funding remains an elusive goal. “We’ve been going around in circles.”

Ms Prentice admits that is a politically unattractive issue and understands the reluctance but believes the “benefits” of “a comprehensive response” are greatly needed.

Ms Ronken from Bravehearts agrees. While dedicated to protecting children and victims of abuse, she wants Australian men who voluntarily seek help to be able to get it.

“It’s not an either/or for us,” she said."

Sexual Crime in Myth and Reality 

"News outlets often use the term ‘paedophile’ (and/or ‘paedophilia’) in a way that essentially assumes it means the same thing as ‘child sexual abuse’.

However, there are fundamental differences between these two terms.

There is no reference to paedophilia within the Sexual Offences Act 2003, meaning that, legally speaking, ‘paedophilia’ is not a crime.

However, the area that does use the phrase ‘paedophilia’ is psychiatry, which defines it as a pervasive pattern of sexual interest in prepubertal children (typically aged below 13 years). It’s here that there is a difference.

Paedophilia can be defined as a sexual preference – but is not necessarily a behaviour."

Photographer acquitted of trying to make money by taking pictures of convicted sex offenders

"A PHOTGRAPHER accused of trying to take pictures of two convicted sex offenders in Bradford and Keighley to make money has been acquitted.

Andrew Stone was found not guilty on charges of fraud and blackmail by a judge after prosecutors offered no evidence on the day he was due to stand trial, having denied the offences.

However, he was given an indefinite restraining order and criticised by the judge for his behaviour.

"Under the terms of the restraining order, Mr Stone cannot make direct or indirect contact with certain people or take or publish their photograph."

"Despite Mr Stone’s acquittal, Judge Pearson refused his application for £600 costs, saying “his behaviour is such that in my view it offends against principles of fairness and justice” and described his behaviour as “questionable”, “reprehensible” and “far from blameless”."

"“His behaviour in attempting to obtain photographs in some cases was devious,” he added."

"Judge Pearson also said he was not convinced that Mr Stone, of AR, St D, Southampton, was motivated solely by reasons of public good."

"Judge Pearson told Portsmouth Crown Court today that punishment of sex offenders was for the courts."

"“It’s right and proper that the public is protected from sex offenders,” he added.

"Principles

"Following the implementation of section 12 of the DVCVA 2004, restraining orders may be made on conviction or acquittal for any criminal offence. These orders are intended to be preventative and protective. The guiding principle is that there must be a need for the order to protect a person or persons. A restraining order is therefore preventative, not punitive.

Restraining orders can only be made in respect of the defendant (not the victim or any witness), even if evidence in the course of a trial indicates that the behaviour of both the defendant and the victim requires addressing.

The test to be applied by the court before making an order is whether an order is necessary to protect the persons named in it from harassment or conduct that will put them in fear of violence. This necessitates an evaluation by the court of the evidence before it. It will require the court to determine whether there is sufficient evidence in front of it to enable it to form a view that an order is necessary. Restraining orders are civil behaviour orders and therefore the standard of proof is a civil one (R v Major [2010] EWCA Crim 3016)."

Photographer for "UK Paedos Exposed" website accused of harassing Plymouth men

"Prosecutor Caroline Gates attempted to have the names of the men banned from being published, but the application was turned down by District Judge Kevin Gray following representations from Stone’s solicitor, Mark Florida-James, and The Herald.

Three of the four men appeared in Plymouth courts while the fourth was convicted at Exeter Crown Court. One was a pensioner caught with nearly 50 indecent images of children, another was found with 500 indecent images of children. Another man was jailed for eight months, suspended for two years after officers found 400 images of naked children on his computer, 51 of which showed children suffering serious abuse by adults.

The court appearances ranged from as far back as 2003 to 2014.

The application to withhold reporting the identity of the fifth man was approved, on the basis that he was not a registered sex offender.

Stone pleaded not guilty to the charge.

He was granted conditional bail, and ordered not to contact any registered sex offender in England and Wales either directly or indirectly.

The case will next be heard at Plymouth Magistrates Court on February 3, 2015."

Stigmatization of people with pedophilia: two comparative surveys.

Abstract

"Despite productive research on stigma and its impact on people's lives in the past 20 years, stigmatization of people with pedophilia has received little attention.

We conducted two surveys estimating public stigma and determining predictors of social distance from this group. In both studies, pedophilia was defined as a "dominant sexual interest in children."

The survey was comprised of items measuring agreement with stereotypes, emotions, and social distance (among others).

Responses were compared with identical items referring to either people who abuse alcohol (Study 1), sexual sadists or people with antisocial tendencies (Study 2). Study 1 was conducted in two German cities (N = 854) and Study 2 sampled 201 English-speaking online participants.

Both studies revealed that nearly all reactions to people with pedophilia were more negative than those to the other groups, including social distance. Fourteen percent (Study 1) and 28 % (Study 2) of the participants agreed that people with pedophilia should better be dead, even if they never had committed criminal acts.

The strongest predictors of social distance towards people with pedophilia were affective reactions to this group (anger and, inversely, associated, pity) and the political attitude of right-wing authoritarianism (Study 1).

Results strongly indicate that people with pedophilia are a stigmatized group who risk being the target of fierce discrimination.

We discuss this particular form of stigmatization with respect to social isolation of persons with pedophilia and indirect negative consequences for child abuse prevention."

The Role of Psychiatry in Sex Offender Management

"Medicine and law have a rich collaborative history in the management of persons convicted of sex offenses. Despite different assumptions about the offender and different perspectives about management and goals that may only partly overlap, each discipline offers significant expertise that promotes healing and risk management strategies while increasing community safety.

The term “sex offender” is a legal, not a psychiatric, designation. Sex offenders make up a psychiatrically heterogeneous group of individuals whose only unifying characteristic is that they have violated the law governing sexual expression in a given culture. The law may not greatly concern itself with the biopsychosocial antecedents of illegal sexual behavior, although it recognizes that questions of intent and incompetence or diminished capacity are important considerations."

Psychiatrists, Criminal Justice Experts At Odds Over Handling of Pedophiles

"It used to be that Americans convicted of pedophilia would get sentenced from one day to life in prison, and it was then up to the prison warden to decide whether and when they were safe enough to be released, Howard Zonana, M.D., explained in an interview. Zonana, a professor of psychiatry at Yale University, is a past chair of APA's Task Force on Sexual Offenders.

But today, Zonana continued, there is fixed prison sentencing for convicted pedophiles, and once pedophiles have served their sentences, they have to be released. Moreover, once they are released, they do not have to receive any treatment for their pedophilia unless they have a period of probation.“ So you can see why there is public concern,” he said."
