Concerns raised over reliability of state's GPS monitoring of sex offenders
"AH sits on the steps near his Madison apartment shortly after release from a 51-day jail stay. From January 2011 to November 2012, H was arrested at least 12 times for parole violations related to his GPS monitor, spending 74 days in custody.
JM and AH were convicted of violent sex crimes and served many years in prison.
Now they are on parole, living in Madison neighborhoods, attending treatment groups and wearing Global Positioning System (GPS) ankle monitors — tracking that, under Wisconsin law, will continue for the rest of their lives.
But M, H and 11 other offenders interviewed for this report say that Wisconsin’s GPS tracking system repeatedly fails, registering false alerts and landing the offenders in jail although they have done nothing wrong."

Paroled sex offenders disarming tracking devices
"Thousands of high-risk parolees are removing GPS monitors, often with little risk of serving time, because jails are too full to hold them. Some have been charged with new crimes.
RM, a convicted child stalker, was arrested three times in two months after skipping parole and was freed almost immediately each time. After his third release, his GPS alarm went off and he vanished. Police say he subsequently molested two girls; he is back in custody on the new charges.
Thousands of paroled child molesters, rapists and other high-risk sex offenders in California are removing or disarming their court-ordered GPS tracking devices — and some have been charged with new crimes including sexual battery, kidnapping and attempted manslaughter.
The offenders have discovered that they can disable the monitors, often with little risk of serving time for it, a Times investigation has found. The jails are too full to hold them."

More simply, it's the practice of destroying parts of the brain's "pleasure centers" (the nucleus accumbens) in heroin addicts and alcoholics as a way to stop drug cravings. At the same time, however, damage to this region could also impair a person's ability to experience natural longings and other emotions, including joy."

New restrictions on sex offenders start in January
"Although this bill has good intentions, it's actually going to make it more dangerous especially for the poor people who work there who have to police this," Landry said during House debate on the proposal.
However, it's unclear how librarians will be able to enforce the new regulations because they will have no way of knowing who was convicted of assaulting a child under 13.

New inheritance and sex offender laws
"The new year will bring new powers to allow WA authorities to electronically monitor the state’s most dangerous sex offenders.
Among several pieces of controversial new legislation to come into force in the state on January 1 or just after, electronic monitoring will become a standard condition of supervision orders for dangerous sexual offenders released from custody.
Electronic monitoring via a GPS system will also apply to dangerous sexual offenders who have already been released and are currently on supervision orders, with the new powers due to come into effect from February.
The $6 million system will only be used in Perth initially, with a regional phase-in scheduled later in the year."

The State Government hopes to introduce the technology next year and could initially fit 18 dangerous sex offenders living in the community with the devices.
