Criminology in Public
"In the great criminological choir some get chosen for solo parts: thus by the accident of victimisation Helen Newlove becomes a Baroness and Victims Commissioner after her husband is kicked to death. Sara Payne’s daughter, Sarah, dies at the hands of Roy Whiting and through the boost of the News Of The World’s campaigning zeal Sara becomes an honorary doctor of the Open University. As this story shows Roy Whiting has been seriously victimised but don’t expect his name to feature in any politically astute honours list.
But back to honours and Dr Sara Payne. She lends her name, and more controversially her title, to The Sun’s Justice Campaign. A number of academics are concerned about this and as an OU graduate I am uneasy but probably because I’m opposed to honours systems in all areas of life. Yes, I know my father, Brian, has an honorary degree from the Open University.
So far Sara Payne is not advertised or billed as a criminologist. However, Mark Williams-Thomas is, and some in the criminological community are unhappy about this. I welcome his voice and enthusiasm but am more concerned that his very policey/punitive approach is seen as representative of UK criminology. A better example of this ‘who can be described as a criminologist debate’ though is Roger Graef. I recall a colleague being very exercised that he was described as a criminologist. But, enjoy the irony here, I’m happy to honour him with that title. And similarly Richard Garside a very sage commentator on crime and criminal justice. And famously Against Criminology and now sadly dead I honour Stan Cohen."

Jersey to bring in 'Sarah's Law' [sic] to protect children [sic]
"A scheme to protect children [sic] in Jersey from sexual predators [sic] will come into force from the start of next year.
The Child Sex Offences Disclosure Scheme (CSODS) will allow parents to ask for a background check on anyone who has contact with their children.
It is based on the UK scheme, informally [sic] known as Sarah's Law [sic], which has been running for four years [sic].
Home Affairs Minister Ian Le Marquand said it would give better safeguards [sic] for children's safety and welfare.
He said: "Under the scheme which now operates in the UK, anyone can request that an individual who has access to a child or children is checked for a record of child sexual offences [sic]."

Even if the CSODS had been the USA version (which is exactly what you and your media manipulators wanted it to be, when you first jumped on the bandwagon), it would still not have avoided the terrible death of Sarah. Only parental vigilance and education could do that; enough said.

In fact, due to more formalities, now being in writing, it works in favour of those who have to register (in theory), when vigilante action needs be dealt with - so we thank you for that.

Media frenzy can feed into the basest desires
"But it is usually a bad idea to draft legislation in response to dreadful pictures and appalling events.
After the murder of eight-year-old Sarah Payne in 2000 by a known paedophile [sic] living nearby, the newly appointed editor of the News of the World began a campaign for Sarah’s Law, imitating an American campaign for Megan’s Law. The proposal involved a register of sex offenders open to public scrutiny. The publicity reached a frenzy that summer, provoking vigilante incidents, one of which involved “paedo” being sprayed on a paediatrician’s home.
The agitation was revived after two horrific paedophile incidents [sic] in 2002: the murder of two girls at Soham by the school caretaker, and the abduction and killing of Milly Dowler.
The campaign for Sarah’s Law made the reputation of Rebekah Brooks, the News of the World editor. She went on to become editor of the Sun and chief executive of News International. Brooks resigned in 2011 and is facing charges over phone hacking. The scandal erupted after claims that Milly Dowler’s phone had been intercepted by the newspaper. A mobile phone given to Sarah’s mother Sara Payne by the News of the World is reported also to have been hacked.
The impact of the News of the World campaign is evident in the Home Office statistics. There are usually between 500 and 600 child abductions a year in England and Wales. In 2002-05, abductions almost doubled, reaching a peak in 2004-05 before tailing off. In recent years, the figure has reverted to normal.
The likely explanation is a reporting effect. You might think that the definition of an abduction is straightforward, but it is not.
Most child abductions are by estranged spouses or partners, or other family members. Most abductions by strangers are not by paedophiles; they are thefts of children by distressed women and the children are quickly recovered. After the extensive publicity for the killings of Payne and Dowler, and for the Soham murders, parents may have been quicker to report incidents and the police more ready to record incidents as abductions.
But the News of the World effect persists if one looks at murder of children by strangers. This is a firmer number: such events never go unreported. In England and Wales there are normally between five and 10 cases a year – but in 2002-2003 there were 17 and the following year 15.
The incidence of such killings also subsequently diminished and in the past five years has reverted to normal. It is hard to avoid the conclusion that among the perverted individuals who commit such crimes, publicity provokes imitation.
The danger to children from paedophile [sic] abduction is very small [infinitesimal]. Out of 1 million children, about 250 will die in any year, mostly from natural causes, with about 30 killed in road accidents. Six will drown and three will be murdered, most likely by their parents. Every five years or so, one child in that million will be murdered by someone he or she does not know.
In a world full of information and short of our attention, the events that affect behaviour are those that are salient. Incidents such as the Aurora massacre engage us not because such events are common but because they are rare. Our frame of reference is defined by what is reported. The phenomenon of salience gives the press a special, and disturbing, responsibility."

Fear over 'stranger danger' stops children playing outside
"Parents are developing an “irrational fear” of strangers and traffic, experts warned today, as figures showed rising numbers of families are stopping children playing outside.
Many parents are afraid to let their children play outside, according to the National Children's Bureau.
Research by the charity the National Children’s Bureau showed that under-15s are now less likely to enjoy outdoor play than in previous generations.
It was revealed that almost half of parents admitted that “fear of strangers” prevented them allowing sons or daughters from playing outside."

Cop Suspects Dad Walking with His Kid of Being a Predator & Adds, “You Should THANK Me”
"Recently my youngest daughter and I had an experience that really shook me up (both of us, actually), and I wanted to share it with you. We were walking to the library together, and she was holding my hand and trying to pull me into telephone poles and whatnot as we walked, which is a silly game that she enjoys. Suddenly a police car pulled up beside us, lights on and everything. The cop gets out of his car, says “Sir, please step away from the child,” then proceeds to crouch down and ask her if “everything is okay.”"

"The mother of murdered schoolgirl Sarah Payne last night backed the Daily Mail’s campaign for an automatic block on online pornography.
Sara Payne said she feared easy access to hardcore images on the web could encourage perverts to turn their fantasies into reality.
The campaigner, whose eight-year-old daughter was abducted and killed by paedophile [sic] Roy Whiting, called on the Government to intervene to protect youngsters.
Sara Payne has backed the Daily Mail's campaign for an automatic block on online pornography.

‘We are not saying this applies to everyone who looks at pornography but sex should be a consensual activity by adults.’"

"Sarah Payne’s killer opened up in a series of letters to a prison pen pal.
Roy Whiting wrote dozens of letters to Bernard O’Mahoney, who was posing as a woman called Emma in a bid to coax the child killer to confess.
In his letters, Whiting could not even bring himself to write the name of his eight-year-old victim, who he abducted from near her grandparents’ home in Kingston Gorse in 2001, only writing her initials ..."

2. On 12 December 2001 a Jury at Lewes Crown Court returned verdicts of guilty on
two counts of an indictment which charged the Applicant with the kidnap and murder

"The jury of nine men and three women had earlier been told by pathologist Dr Vesna Djurovic that there was no way of telling whether Sarah had been sexually assaulted before she was killed on July 1 last year.
When her body was found 16 days later in a shallow grave in a field off the A29 at Pulborough, West Sussex, it was badly decomposed and had been disturbed by animals.
But Dr Djurovic said Sarah's death was likely to have been a "sexually motivated homicide."

"This is the psychiatrist who concluded Roy Whiting was not a paedophile. Dr Tony Farrington compiled a report when the pervert admitted kidnapping and indecently assaulting a nine-yearold girl in 1995.

How the media hounded a psychiatrist
"Reporters gleefully descended on the phrase “did not have paedophile tendencies,” attributed to Dr Farrington.
In fact the psychiatrist had never said this; instead it was an interpretation put on the report by the then defence barrister, Philip Marshall, which ended up in the court transcripts. Instead Dr Farrington had indicated in his report that Whiting did not meet the official diagnostic criteria for paedophilia.
He had made this statement specifically to assist the court in making a decision over whether a hospital order could be considered. It was not made with the general public or the press in mind, as they don't have access to court reports unless they have been read out in entirety in court."

Regarding The 'RW Letters' Book
Although Mr Whiting may be a registrant (should he be released), he is serving prison time for a non-sexual offence.
The OSC will not be commenting, further, until we have access to the content of the alleged publication, and had confirmation of the identity of the author, particularly as it has been reported, that he (and Mr Whiting) is a survivor of child abuse, himself.
