Sex therapy in prisons does not stop rapists reoffending, warns expert

Sexual offending treatment programmes in prisons and hospitals are ineffective 

"The majority of offenders released back into society still pose the same level of risk as they did before the treatment programme, and this fails victims and the public, he argues.

"Professional pride or political embarrassment cannot justify persisting with a programme that leaves the public at risk of further sex offending," he adds.

He calls on doctors to take responsibility for the treatment of sexual offenders.

Rehabilitation could involve mandatory detention in mental health hospitals under the Mental Health Act 1983 and only proven treatments should be used to rehabilitate offenders effectively, he argues. Treatments must be supported through robust research to demonstrate efficacy, which the current treatment programme clearly lacks, he adds."

Ineffective treatment of sex offenders fails victims

"Sexual offending therefore consists of a heterogeneous group of acts, which may not include but are likely to include at least some elements of paraphilia.

Considering this heterogeneity, the question of whether sex offending is even a disorder in need of treatment is another debate. And the reality is that society and policy makers look to doctors for answers."

Judge joins forces [independent?] with Vera Baird over sex offenders' jail sentences

"A top judge is backing police commissioner Vera Baird in her fight to get tougher [why tough, Vera?] prison sentences for convicted sex offenders.

A top judge has joined forces with police commissioner Vera Baird in a bid to stop convicted sex offenders walking free [sic].

Vera Baird believes there is a ‘loophole’ [hahahaha] in sentencing laws [no, they are clear] which means offenders convicted of crimes such as downloading or making images of child abuse are sometimes given non-custodial sentences so that they can be put on Sex Offender Treatment Programmes quickly.

Northumbria’s Police and Crime Commissioner said, under current guidelines, a custodial sentence of two years or more is needed for those convicted of such crimes to undergo an accredited 39-week sex offender treatment programme in prison."

Ex-solicitor general Vera Baird banned from driving

"Vera Baird Vera Baird represented Redcar from 2001 to May 2010.

The former solicitor general Vera Baird has been banned from driving for six months after travelling at nearly 100mph along the M4 motorway.

Magistrates in Pontypridd rejected the QC's arguments to keep her licence. She claimed it would cause her hardship winding up her parliamentary affairs.

Former MP Baird, of Crouch End, London, lost her Redcar seat in May's election.

She was given five penalty points, which added to those already on her licence gave her an automatic ban.

She was also fined £400.

Baird, 60, had previously been found guilty in her absence but the case was reopened when she explained she had never received a summons."

Speeding drivers targeted

"Speeding and inconsiderate drivers are being targeted in a crackdown on anti-social behaviour in the Alnwick area.

Officers have been working with community volunteers on a Speedwatch scheme as well as visiting local schools to reinforce safety messages to the drivers of the future.

The crackdown has the backing of the Northumbria Police and Crime Commissioner Vera Baird, who is encouraging anyone concerned about anti-social behaviour to get in touch so action can be taken.

Neighbourhood Inspector Paul Truscott said: “Residents and local councillors at public forums have raised the issue of motorists driving at speed on rural roads causing a danger."

I am a post-tariff IPP. Along with many others in the same position to say that I am frustrated by this sentence would be a gross understatement. My biggest complaint is the government-prescribed, psychological abuse delivered in the form of Offending Behaviour Programmes. There is no scientific basis behind OBPs, which are nothing more than psychological experiments. This country condemned the Nazi’s for conducting psychological experiments on prisoners during World War II, and yet we allow this travesty to continue upon our own shores and in our own prisons. Every intelligent being should ask themselves how this inexcusable position has arisen and what can be done to resolve the issue. I have already formulated my own theories, which I will explain with the help of some of the greatest minds in history.

It was Marie Curie who said, ‘Nothing in life is to be feared, only to be understood. Now is the time to understand more so that you may fear less ...’"

"As a forensic (though not prison) psychologist, I have a great deal of sympathy with Anthony's frustrations. However, quoting Feynman is a bit risky, partly because he wasn't a psychologist, and partly because his views must be somewhat out of date as he is somewhat dead (25 years ago this year). Also, he is somewhat wrong - for example, in stating that psychological experiments don't get repeated. Anyway, none of this actually bears on the scientific status (or otherwise) of present day UK risk assessment.

There has actually been some respectable scientific investigation of risk assessment techniques. For example, a couple of studies have recently investigated the SARN, and demonstrated that the allegedly "dynamic" factors assessed do not have any predictive power over and above that of the static factors of the Risk Matrix 2000. In other words, if someone is assessed using the SARN, this cannot tell us anything at all about his risk before "treatment", his risk after "treatment", or any improvement during it. Therefore, assessments of alleged "unmet treatment needs" which depend upon the SARN are scientifically invalid. I have seen such an assessment successfully challenged in a parole hearing (the man was released) and am astonished that no one has apparently challenged it in the High Court. This is even more astonishing, because studies have been available for as long as 15 years showing that certain "risk factors" routinely assessed in sex offenders are in fact not risk factors at all. A 2005 study concluded: “Many of the variables commonly addressed in sex offender treatment programs (e.g., psychological distress, denial of sex crime, victim empathy, stated motivation for treatment) had little or no relationship with sexual or violent recidivism.Yet people carry on as if nothing had happened.

Another practice which has been scientifically investigated, and shown to be invalid, is the practice of "adjusting" static risk assessments in the light of clinical information. For example, saying something like "the Risk Matrix 2000 says this man is low risk, but in the light of XYZ I would estimate his risk as medium". A number of studies have shown that altering a static risk assessment in this way reduces its accuracy. Always. This is mathematically inevitable, because clinical estimation of risk has been scientifically demonstrated to be very poor, and mixing a poor predictor with a better one reduces the overall accuracy to the level of the poor one. Static risk predictors are not fantastic, but they are about 65 to 70% accurate, which may sound impressive until you realise that you can get 50% accuracy by tossing a coin. Still, they do better than chance.

What worries me is that those doing the risk assessment seem very often not to be aware of how limited it is. They should be."

Suffolk: Outrage [yawn] after sex offenders have treatment delayed for six months due to staff sickness

"Suffolk’s police commissioner and one of the county’s MPs have both expressed their disbelief after discovering a treatment programme for sex offenders was delayed for six months.

Probation officers have said the course was deferred due to staff sickness. However, during the six-month delay one of the offenders - convicted paedophile [sic] Daniel Veness - sexually abused a five-year-old girl.

Although Veness’ case was reported last month, a Freedom of Information request has now revealed five other convicts [sic] were also due to be on the Thames Valley Treatment Programme at the same time.

The admission has led Waveney MP Peter Aldous to brand the situation as unacceptable, while Suffolk’s Police and Crime Commissioner Tim Passmore called it “absolutely ridiculous”.

However, Norfolk and Suffolk Probation Service said there was no specific requirement as to how quickly someone should begin the treatment, only that they should complete it by the end of their sentence."

Brilliant scheme

"The victim of my offence was 25, not a child, and I am genuinely remorseful about it and want to change. But I have sat through 3 SOTPs (Sex Offender Treatment Programmes) and observed a lot. The people who run these courses try to tell us that all sex offenders are the same, but how can I be the same as a paedophile? I am open when questioned about my offence and I can now understand why I committed it. The most important thing for me is the empathy I now feel towards my victim and other people affected by it. So not all sex offenders are the same."
