Viewing images of child sexual abuse is child sexual abuse.

"We were horrified by the comments of Simon Bailey, Chief Constable of Norfolk police & the Association of Chief Police Officers’ lead on child protection and abuse investigations in the Guardian this morning suggesting that men who look at images of children being sexually abused, raped and tortured were “not all were an immediate threat”.

Men who look at these images or videos online PAY to do so fueling an industry which is based on the sexual exploitation and torture of children. No one “accidentally stumbles” on images of child sexual abuse, rape and torture. They have to search for these images and, then, they pay for them. This is without getting into the issue of “pay-per-view” child sexual abuse where men pay to watch another man torture a child live.

Images of children being sexually abused, tortured and raped are a growth industry because men PAY to see these images and videos. They look at the images knowing the children are being abused. They look at them because they don’t care. They believe they are entitled to watch these images of children being tortured – some as young as a day old.

These men need to be held criminally liable for participating in the sexual exploitation, rape and torture of children.

It’s incredibly frighting that the ACPO lead on child protection and abuse investigations doesn’t get this – that he confuses paedophilia, a psychological condition which very few have, with the vast majority of perpetrators who CHOOSE to sexually abuse children. And, that Bailey doesn’t understand that those who are clinically diagnosed as paedophiles are still making a choice.

We suggest that ACPO sign up Bailey and all of their members for some proper training on child sexual exploitation from an organisation who understand that viewing images of children being sexually abused, raped and tortured is a crime. That these men are financially supporting an industry which is based entirely on the rape, sexual abuse and torture of children."

Virtuous Pedophiles Exist

"It is a commonly held belief that individuals with a sexual interest in children (that is, pedophiles) are at an extremely high risk of committing (or to have already committed) a sexual offence against a child. When people hear ‘pedophiles’, most immediately think ‘child molester’, ‘predator’, or ‘sex offender’.

Most overlook an important distinction: pedophiles are those who hold a sexual interest in children whereas sex offenders against children are those who have committed a sexual offence against a child.

These terms are not synonymous. Indeed, a large body of research has found that not all pedophiles are sex offenders, and not all sex offenders are pedophiles (Seto, 2008). Some pedophiles only have a sexual interest in children (exclusive pedophiles), whereas other pedophiles have a sexual interest in both children and adults (nonexclusive pedophiles)."

We Told You, First They Came For The 'Sex Offenders'

October 9th, 2013

New Powers for Tighter Restrictions on Sex Offenders

"Measures to give greater powers for the police to protect the vulnerable from sexual predators [sic] were announced today by Policing and Criminal Justice Minister Damian Green.

The proposals, tabled in the Antisocial Behaviour, Crime and Policing Bill, will strengthen existing powers by making it easier to restrict the movement and activities of anyone who poses a risk of sexual harm to children and adults – not just people who have been convicted of sexual offences. They also build on Nicola Blackwood MP’s amendment to the Bill.

The two new orders will replace existing powers and the threshold for risk will be lowered to cover any case of sexual harm [sic], not just cases of serious sexual harm.

The new orders are:

Sexual Harm Prevention Orders can be applied to anyone convicted or cautioned for a sexual [sic] or violent offence, including where offences are committed overseas. They will replace Sexual Offences Prevention Orders and Foreign Travel Orders;

and

Sexual Risk Orders can be applied to any individual who poses a risk of sexual harm in the UK or abroad, even if they have never been convicted. They will replace the Risk of Sexual Harm Order.

Both powers can place a range of restrictions on individuals depending on the nature of the case, such as limiting their internet use, preventing them from being alone with a child under 16, or preventing travel abroad.

The new Sexual Harm Prevention Order can be made by a court on conviction, or if the police or National Crime Agency (NCA) apply to a Magistrates’ Court. The order lasts a minimum of five years and has no maximum duration. The new Sexual Risk Order can be made if the police or NCA apply to a Magistrates’ Court regarding a person who poses a risk of sexual harm [sic]. It lasts a minimum of two years and has no maximum duration.

The government’s measures take into account the findings of an Association of Chief Police Officers-commissioned report into the use and effectiveness of civil orders, and following consultation with front-line professionals including the police, the courts, and the Child Exploitation and Online Protection Centre [defunct].

Policing and Criminal Justice Minister Damian Green said:

“The UK has some [sic] of the toughest powers [most draconian] in the world to deal with sex offenders [sic].

“Today, we are going even further by giving police and National Crime Agency officers the power to place greater restrictions on any person they judge to be a risk. Our proposals support the Childhood Lost campaign to tighten the law on sex offenders [sic] and make it easier for police to monitor them.

“This is part of ongoing work by the Home Office led National Group to look at how the police and other agencies can better identify and deal with sexual offending [sic], ensuring victims are at the heart of the criminal justice system.”

Other measures in the Bill include provisions on anti-social behaviour, extradition, forced marriage, firearms and dangerous dogs."

New powers to restrict potential [i.e. not] sex offenders

"'Very worrying'

Richard Atkinson, who chairs the criminal law committee of the Law Society, told BBC Radio 4's PM programme he was concerned about the move.

"Of course, a great deal of stigma is attached to anyone who has such an order made and if the process of obtaining these orders is less than that is needed for a conviction then that's a very worrying departure from our normal standards," he said."

New Sexual Harm Prevention Orders have the potential to be a very powerful tool in protecting children

"Media Centre Home > Press Releases

The new two orders will replace existing powers and the threshold for risk will be lowered to cover any case of sexual harm, not just cases of serious sexual harm

National policing lead on child protection [dead CEOP] Peter Davies [how's the bullying situation going, Peter?] said:

“ACPO commissioned an independent [hahahaha] report into Civil Prevention Orders under the Sex Offences Act 2003, which reported in May 2013. The report [from your stooge, another Davies] found that the orders were too complex and ineffective in protecting children.

“The new Sexual Harm Prevention Orders proposed by the Policing Minister Damien Green MP build upon the findings of this report and amendments to the Crime and Policing Bill tabled by Nicola Blackwood MP [stooge].

“These new orders are potentially a very powerful [yup, for the Stasi], very useful new tool in the hands of law enforcement to prevent harm to children at the earliest opportunity.”"

"The government has lent its support to a campaign led by backbenchers to introduce new powers to prevent the sexual abuse of children.

Tougher sex offender restrictions sought by campaigners

"Charities and an MP are campaigning for tougher restrictions on sex offenders, saying the system is failing to stop grooming and exploitation of children.

The "Childhood Lost" campaign says police also need powers to restrict suspects who have not been convicted.

Nicola Blackwood MP is tabling an amendment to a bill to create Child Sexual Abuse Prevention Orders, similar to anti-social behaviour orders.

The Home Office said that it would consider the campaign's proposals.

The UK has a range of powers designed to control sex offenders, including a general requirement that they inform the authorities of their whereabouts.

'Failing victims' [sic]

The main restrictive power, the Sexual Offences Prevention Order (Sopo), can curtail a convicted offender's movements, such as by banning them from parks or from near schools.

But critics say it is hard to impose conditions if they are not immediately sought during sentencing [BS], and impossible for the police to seek to restrict the behaviour of a suspect who hasn't been convicted. [well, knock us down]"

CHILDHOOD LOST:

"Petition the prime minister here

Hidden in plain view within their communities, thousands [sic] of vulnerable children across the UK are being cynically targeted, groomed and subjected to appalling sexual abuse [sic]. These children have irrevocably lost their childhood. [sic]

As an Oxford MP, I saw for myself [no you did not] the appalling devastation [sic] caused by child sexual exploitation [sic] when it emerged that a violent gang had been grooming and sexually abusing children in Oxford for at least eight years. The victims spoke [indeed] of being plied [sic] with hard drugs, beaten and repeatedly raped by strangers.

Unbelievably though this case is not unique. This year there were 18,915 sexual crimes against children. At least 16,500 children are at risk of sexual exploitation. We have to get better at protecting the victims and prosecuting the perpetrators [because, of course, we do not, eh, Nicola?].

That it why, with the support of the NSPCC, Barnardos, The Children’s Society, PACE, ECPAT, Save the Children, Oxcat and others [keeercchinngg], I am launching the CHILDHOOD LOST [sic] campaign calling for better protection [sic], support and justice [sic] for the victims. [sic]"

>Forces are urged to release pictures and details of more detained suspects.

Some forces insist on sentences of more than three years before they release a custody photo to the press.

A new secret justice row broke out last night after The Mail on Sunday discovered that hundreds of thousands of convicted criminals are having their identities protected by police.

More than half of forces in England and Wales refuse to publish mugshots of offenders unless they have been jailed – in defiance of national guidelines.

Some insist on sentences of more than three years before they release a custody photo to the press, citing concerns about data protection and the criminals’ human rights.

This means just a tiny handful of the 1.2 million people sentenced in criminal courts each year have their pictures published or put online, even though it is widely acknowledged that publicity can link offenders to other crimes and prevent more from being committed.

It comes after The Mail on Sunday revealed ‘secret arrest’ plans by police chiefs, backed by Lord Justice Leveson and now put in place across the country, to prevent forces revealing the names of suspects they have detained."

Following this newspaper’s investigation, the Association of Chief Police Officers’ senior officer in charge of media policy wrote to all 43 chief constables in England and Wales urging them to release more photos of sentenced offenders."

Facewatch chosen as standard equipment in winning Police car

"Vauxhall cars wins ACPO future technology challenge.

A crime-busting Vauxhall Astra Sports Tourer, installed with Facewatch and other leading edge technology, has won a challenge from the Association of Chief Police Officers (ACPO) to find a way of incorporating future technology into a Police car.

Suspects are 'left dangling' on bail for too long, says top police chief as he calls for a six month limit

">Chief Constable Andy Trotter has joined calls to limit police bail
>There is currently no limit on how long suspects can be kept on bail
"Chief Constable Andy Trotter

Calling for reform: Chief Constable Andy Trotter

Suspects are being ‘left dangling’ on police bail for too long, according to one of Britain’s most senior police officers.

Andy Trotter, Chief Constable of the British Transport Police, has joined calls for limits on the length of time people are left on bail before they are charged or released.

The move follows a spate of high-profile cases in which suspects have had their lives disrupted for up to two years during criminal investigations."

Law Society calls for 28-day limit on police bail

"More than 57,000 people are on police bail in England, Wales and Northern Ireland, according to figures obtained by the BBC.

In one case a person arrested three-and-a-half years ago remains on bail.

The Law Society told BBC Radio 5 live it wanted a review of police bail practices and said there should be a statutory time limit on police bail."

Sex offender ruling must not put children at risk, ECPAT UK warns

"A decision that may allow child sex offenders [sic] to have their names removed from the Sex Offenders’ Register [sic] will put children in the UK and overseas at risk, ECPAT UK is warning.

Following a ruling in 2012, child sex offenders [sic] may request to have their names removed from the register on the grounds that they ‘no longer pose a threat’ to children.

However, ECPAT UK has concerns over the methodology used by police to decide which convicted offenders no longer pose a threat to children, and whether these decisions take into account the risk of offenders going abroad to abuse children, such as in the case of Paul Gadd aka Gary Glitter.

We fear that removing convicted child sex offenders from the Sex Offenders’ Register [sic] will put children at risk, both in the UK and overseas. We are calling on the Government to strengthen its commitment to more effectively manage British sex offenders and the risks they pose to children in the UK and abroad.

Bharti Patel, CEO of ECPAT UK said, “This is a serious setback for child protection [sic]. We cannot live in a society where the rights of convicted sex offenders are prioritised over the need to protect children [no, we require one of equality]. The UK has mechanisms in place to protect children in the UK and overseas from sex offenders. Removing offenders from the Sex Offenders’ Register is a dangerous step, as it removes the main method of monitoring to prevent reoffending. [sic]”

ACPO responds to Tom Winsor's speech on police and prevention of crime

"ACPO lead on crime prevention Deputy Chief Constable David Zinzan said:

"The response to Tom Winsor's speech today has demonstrated a consensus across the police family that crime prevention is at the core of the British policing model.

"Given the choice the public want crime to be prevented, rather than seeing offenders convicted for carrying out that crime.

"I am working with colleagues up and down the country to ensure a greater emphasis on crime and anti-social behaviour prevention delivered with our strategic partners.

"Preventing crime involves using intelligence and technology to target criminals and crime hotspots, having neighbourhood officers on the streets getting to know communities and resolving problems, and working with planners to design out crime.

"The police service will continue to use tried and test strategies and look for new evidence based initiatives to prevent crime.""

Warwickshire Police 'open justice' row after charged officer not named

"A police force appeared to abandon the concept of open justice tonight when it refused to name a suspect charged with theft after quietly changing its policy.

Warwickshire Police said the policy was “recently” introduced in the wake of the Leveson inquiry into press standards.

Warwickshire Police declined to name a retired officer who was charged with stealing £113,000 from the constabulary's former headquarters in Leek Wooton.

Critics attacked the development, understood to be the first such move by any police force in the country, arguing it undermined the UK's principle of open justice."

ACPO position on naming people who have been charged

"We advise forces, working with the CPS, to name those who have been charged

ACPO lead on communications, Chief Constable Andy Trotter, said: “We advise forces, working with the CPS, to name those who have been charged and that position will not change.

“When an individual has been arrested our current guidance is not to name them and we will only release the name for the prevention or detection of crime, or if there is a serious public interest.

“ACPO is working on new guidance to provide clear direction to avoid inconsistencies where some police forces confirm details of an arrested individual if journalists have gathered the information from other sources. “This does not affect what media themselves choose to publish.”"

The Original Evidence Of Victims [Complainants] Who Came Forward

April 13, 2013

Trawling the Shallows

"The Internet has correctly been concerned at what has been perceived as the loss of a ‘right’. The proposals by the Association of Chief Police Officers (Acpo) to refuse to release the names of people they arrest in the course of criminal investigations. The proposal has been condemned as secret justice and produced angry responses from all who claim to support ‘freedom of speech’. The ‘Leveson effect’ has duly shouldered the mantle of blame.

It seems to have escaped their notice that the ‘right’ to know the name of those arrested has never existed. 20 odd years ago, the Queen’s Bench Divisional Court in R v Secretary of State for the Home Department, ex p Westminster Press Ltd [1991] [The Times, 18 December 1991] ruled that the media has no automatic right to be informed by the police of the name of a person who is under investigation or who has been charged by a criminal offence.

It has, of course, been the case for many years that the Police choose to ignore the fact that they don’t have to give names to the media – it can be useful to them to do so for many reasons. It is noticeable that in the current furore, the Sun, from atop their high moral horse, have listed a series of sexual crimes against children which came to light after arrests were made public. It quotes one of 80 victims to call the police after “Black Cab” rapist Jon Worboys (pictured above) was arrested. He was jailed in 2009.

The 24-year-old student said: “This will lead to guilty men walking free. I only knew about Worboy’s arrest because I saw his name in the paper. How am I and hundreds of others supposed to know police are looking into an individual if it is not publicised?”[eh, when he is jailed?]

Other cases cited by The Sun include a swimming coach jailed in 2006 for sexually abusing children as young as five. It notes that four victims came forward after reading of arrests in their local papers. [ditto]

This is appealing to the current paedo-panic where ‘trawling’, as it is known, can have a dramatic effect on a subsequent charge – using the ‘similar allegations’ method of corroborating evidence. Advertising the name of an arrestee, particularly if well known or in a previously pivotal position in a child’s life, can bring forward other ‘children’, even when now middle aged, to give evidence. Or, as Peter Watt of the NSPCC told The Sun: ‘When a suspect in a child abuse case is named it gives more victims the confidence to speak out and helps ensure that justice is done.’" [or, opportunity for a little attention-seeking and a quick buck]

NWO - Eurodivision, Continues Its Work

Undated (2013)

ACPO urges government to rejoin 29 criminal justice and policing measures following planned withdrawal in 2014

"Intelligence sharing with EU member states regarding potentially dangerous criminals will be undermined if the government does not opt back in to 13 “vital” European crime fighting measures, the Association of Chief Police Officers (ACPO) has said.

The government is to opt out of 130 criminal justice and policing measures from the European Union in 2014 – most of which are deemed to be flawed or operationally irrelevant to the UK.

Due to the way the process works, the government can only opt out of all the measures en-mass and then try to rejoin those it still believes to be important at a later date.

But one of the measures encompasses a multi-million pound intelligence-sharing system that will provide real time alerts to UK police forces for the first time.

The latest version of the Schengen Information System, known as SIS II, is set to be implemented across member states and also allows forces to post their own alerts about wanted people, vehicles, missing persons, or objects that may require immediate attention. It includes warning markers if suspects, who may have fled abroad, are potentially armed, violent or dangerous.

Information provided by SIS II will be available via the Police National Computer (PNC) – and the Association of Chief Police Officers (ACPO) said it was “vital we opt back into it”. Previously UK forces had been working towards a 2014 deadline to connect to SIS II.

In its evidence to the House of Lords’ EU Sub-Committee on Justice, ACPO said: “Millions of pounds have been spent preparing for the implementation of SIS in terms of staff committed and the IT infrastructure to support it.

“The benefits for UK policing and public safety are clear.”

Seems A Rather Fundamental Starting Point - Compulsory Polygraphs, For All Complainants, Please

Child sex abuse: New policy for police and prosecutors

"An overhaul of how police and prosecutors in England and Wales deal with alleged sexual offences against children is expected to be announced in the wake of the Jimmy Savile scandal [sic].

Director of Public Prosecutions Keir Starmer told the BBC there was an "overcautious" approach [sic] with victims [complainants].

He said the focus was too much on whether the victim [complainant] was telling the truth and not enough on the suspect.

"I am not advocating the test for prosecution should change," he said.

New guidelines for police and prosecutors will be drawn up, and a panel will review cases where alleged perpetrators were not charged.

Mr Starmer is keen the Savile case should serve as a watershed [sic] for the criminal justice system, BBC home affairs correspondent Danny Shaw said."

Yewtree Unplugged

"Whoever named the Police trawling operation in the wake of the Savile allegations ’Operation Yewtree’ had a sense of humour. The Yewtree is famous for its slow growth and longevity, and its raucously attractive fruit which appeals to little birdies – but contains a deadly poisonous seed. Operation Yewtree has certainly lived up to that.

That seed was spawned yesterday. The private company ACPO – The Association of Chief Police Officers - are expected to approve a ‘National Scoping Panel’ to review complaints of sex abuse not pursued by Police or Prosecutors. ‘Not pursued by Police or Prosecutors’ could merely mean those cases which were reported to Police but not proceeded with because of lack of evidence, the unwillingness of alleged victims to give evidence in court; a nationwide ‘cold case’ review to see whether the guidelines for prosecution of today can be retrospectively applied to historic cases."

"The Home Affairs Committee in 2002 said that: ”A new genre of miscarriages of justice has arisen from the over-enthusiastic pursuit of these allegations”. That was in response to the last ‘moral outrage’ in the late 1990s when many were wrongfully convicted following allegations of historical child abuse in children’s homes and other institutions. There is a sense that the Police have become over cautious as a result, and a new approach is required.

Let that approach be uncontrovertibly professional and discrete; no more TV parading of victims half disguised in the shadows, no more media scoops; no more self appointed experts."

‘The criminal justice response to child sexual abuse; time for a national consensus’

"Mr Starmer added: “If the criteria for testing their credibility match the characteristics that make them vulnerable [sic] in the first place, we have a fundamental flaw in the approach to credibility.

“This has to change. But to over steer and remove any meaningful filter in these cases would be a great injustice to innocent suspects. My own view is that by changing the focus from one that is solely victim [complainant]-specific to one that more critically tests the suspect as well, while at the same time working harder to explore patterns of behaviour and, where appropriate, links to other cases, we could find an answer."

If cardinal sinners and lordly lotharios float your boat…

"What does it all mean? One obvious and grim interpretation is that victim feminism is more virulent than ever, driving zero tolerance of male transgressions (if that’s what they are) to ever more demented extremes. The good news, perhaps, is that the Lib Dems survived the crisis. Maybe the electorate as a whole doesn’t really give a damn about precisely where His Lordship’s hand was placed, or whether he “inappropriately” suggested going back to his place for a bit of hanky panky, or rumpy pumpy, or whatever words lordly lotharios use for these things. Not that I am advocating “sexual harassment” here. Just a sane sense of proportion. The thought that many voters out there have not abandoned such a sense of proportion is perhaps worth hanging onto. Or is that a case of a drowning man clutching at straws in the midst of all the tsunamis!"
