"So, without the profiles of those who are missing, it is hard to know how dangerous, or otherwise, these people are.

In addition, 97% of people on the Register have been assessed as ‘low risk’. It’s not a exact science, but the police would tend to err on side of caution for obvious reasons. If those are reflected in the missing, then it is likely that only 12 will not be classified as low risk.

Conclusion

Whenever there is a story like this, among the questions that it is always worth asking are; what the figures mean, whether it is a big number in real terms, what information is missing, and what the explanation for the figures are?

What is missing is any details of how many people who were previously missing were found because they committed other sexual or violent offences, as well as an analysis of the people who are missing.

To critically approach these questions is not to dismiss the seriousness of the issue, or the concerns of those raising this as an issue. But, in answer to the question of how worried we should be, perhaps the answer is ‘not as much as you’d think when you read the headline’."

Suspended sentence for former Met police officer’s stack of child abuse images

"The way in which the new guidelines operate is still settling down (they were only ‘in force’ from 1 April 2014), however in relation to image offences it seems rather straightforward. There are 3 categories (formerly the courts used the COPINE scale which placed images into one of 5 categories) A, B and C. The guideline states:

In most cases the intrinsic character of the most serious of the offending images will initially determine the appropriate category. If, however, the most serious images are unrepresentative of the offender’s conduct a lower category may be appropriate.

That places L (almost unarguably) into category A. Not only are those the most serious, but also, the “justice” of the case is done by categorising this as a Cat A case as most of the images are at that level.

The starting point is therefore 12 months custody. Add in the aggravating features such as the use of police property, the fact he was a serving police officer and the number of images – not an extremely high number but it is clear that this is not a case of experimentation which was quickly desisted.

Take account of the mitigation, including the PTSD, the alcoholism and his previous character (serving in the army and the police etc.) and the guilty plea, a sentence of 12 months does not seem inappropriate."

Paedophiles' brains are 'abnormally tuned' [not for a MAP, it is not abnormal] to children's faces, new study claims

"Paedophiles’ brains are “abnormally tuned” to find the face of a child more attractive than that of an adult, according to a study published today.

The results mean that it may be possible in future to “diagnose” [sic] potential paedophiles [sic] at a young age by studying their responses to the faces of adults and children, scientists said.

Researchers at the University of Kiel in Germany studied the brains of 56 adults, 23 of whom were male paedophiles and the remainder either heterosexual or homosexual men. While their brains were being monitored by a magnetic resonance imaging (MRI) scanner, they were briefly exposed to pictures of men’s, women’s, boys’ and girls’ faces.

In the individuals attracted to adults of either sex, the regions of the brain associated with facial processing and sexual desire lit up when the faces of adults were shown. But in the brains of the paedophiles, images of children’s faces prompted the same regions to respond.

The scientists said their findings, published in the journal Biology Letters, confirmed previous studies showing that human beings process faces according to the sexual orientation of the observer.

“The critical new finding is that face processing is also tuned to face cues revealing the developmental stage that is sexually preferred,” they wrote.

“We found no evidence to suggest that paedophiles recruit a different brain network when exposed to faces of the preferred sex and age than individuals showing a normal preference for adults do… the same network is activated by the sexually preferred face, but the main difference is that in paedophiles that network is abnormally tuned [sic] to sexual immaturity [sic].”

Dr Jorge Ponseti of the University of Kiel’s Medical School, the study’s lead author, told The Independent his team now hoped to carry out further research into whether paedophilia could be detected using only a subject’s responses to children’s faces.

He added that if this works, it should eventually be possible to assess whether someone might be a paedophile based on their brain’s responses to studying children’s faces.

“We could start to look at the onset of paedophilia, which is probably in puberty at about 12 or 14 years [old],” he said.[ah, like any sexual orientation, then?]

The NSPCC welcomed the research. Jon Brown, the charity’s lead on tackling sexual abuse, said: “There is never any excuse for sexually abusing a child, but any research that could help improve child protection practice is welcome. [you tool - a wooooshh again].

“For example, understanding why some people have a sexual interest in children could help to develop new treatment programmes [sic] that aim to control and change a paedophile’s behaviour [sic]. It’s also important to remember that not everyone who has a sexual interest in children will go on to act on their impulses.” [and don't you forget it].

Previous research also involving MRI scans has suggested that paedophilia may be the result of faulty connections in the brain. In 2007, the Centre for Addiction and Mental Health in Toronto reported that the brains of paedophiles contained much less “white matter” – responsible for wiring different parts of the brain together – than those of non-sexual criminals." "Abstract

Human faces can motivate nurturing behaviour or sexual behaviour when adults see a child or an adult face, respectively. This suggests that face processing is tuned to detecting age cues of sexual maturity to stimulate the appropriate reproductive behaviour: either caretaking or mating [are they mutually-exclusive?].

In paedophilia, sexual attraction is directed to sexually immature children [sic - you mean reproductively]. Therefore, we hypothesized that brain networks that normally are tuned to mature faces of the preferred gender show an abnormal tuning to sexual immature faces in paedophilia.

Here, we use functional magnetic resonance imaging (fMRI) to test directly for the existence of a network which is tuned to face cues of sexual maturity [sic - you mean reproductively]. During fMRI, participants sexually attracted to either adults or children were exposed to various face images.

In individuals attracted to adults, adult faces activated several brain regions significantly more than child faces. These brain regions comprised areas known to be implicated in face processing, and sexual processing, including occipital areas, the ventrolateral prefrontal cortex and, subcortically, the putamen and nucleus caudatus.

The same regions were activated in paedophiles, but with a reversed preferential response pattern."

EXPERT REACTION: Paedophiles brains prefer children's faces (Biology Letters*)

Professor James Ogloff is Director of the Centre for Forensic Behavioural Science and Legal Studies at Swinburne University of Technology, Victoria 

 "The results need to be treated with caution.

The sample sizes are small, and very little information is provided regarding the clinical characteristics of the sample or about the task used (number of trials etc.).

From a technical perspective, the findings are relatively minimal. There is little practical value of the results. As the authors note, because of the cross-sectional design, it is not possible to determine how any differences develop.

Moreover, as with other studies that investigate paedophilic preferences [sic], the fact that a person is sexually attracted by a person regardless of age does not mean that they will act on that preference.

I think the authors make too much of the data in the discussion given the significant limitations of the study.

The previous imaging study they reference re. sexual preference and fMRI activation to faces is also based on small sample sizes (10 in each group) and uncorrected data analysis."

JF, who was jailed for five and a half years after starting a sexual relationship with a child.

To glance at some headlines, a reader might think this was a conventional love story: "I still love him"; "He's wonderful, I'll fight for him". But this was, child protection professionals agree, a relationship built around abuse [sic].

JF, a maths teacher who turns 31 on Tuesday, was jailed for five and a half years last week for beginning a sexual relationship with a pupil shortly after her 15th birthday and escaping to France with the girl when their connection was discovered.

Post-verdict coverage has shone a spotlight on the many ethical and regulatory difficulties of such cases. While newspapers have remained condemnatory of F himself, interviews with the girl, now 16 [legal age], and with F's family, traced a distinctly romantic narrative, with talk of her visiting her ex-teacher in prison, sticking by him and even future marriage.

Beyond the unequal basis of their relationship, the court heard that the girl, who cannot be named for legal reasons, is psychologically vulnerable [sic] and from a difficult background [sic]. Her decision to side with F and his family has seen her cut contact altogether with her own mother.

Stories, primarily in the Sun and Mail titles, detailing her feelings for F, including reprints of emotionally charged letters, were "a concern", said Jon Brown, who leads on child protection issues [sic] for the NSPCC charity. "There's an awful lot of work that still needs to be done with the media in explaining [lying to] and, in a sense, educating [brainwashing] journalists so they do have a better understanding [sic] of the reality [sic] of these relationships," he said.""

The NSPCC – Suppressing the Truth

"They are deeply upset.

Journalists need re-programming ’educating’, so that they don’t report what people say to them.

Reporting factual statements is unhelpful to the NSPCCs agenda.

This morning they are waving clause 6 of the PCC code, not to mention clause 16, in front of the terrified journalists and warning of the direst consequences. The Guardian is so upset on their behalf that they are providing links to both the Daily Mail and The Sun (unheard of!) so that their readers can see exactly what such irresponsible journalism looks like without the Guardian having to sully itself by printing similar off-message words.

What could have been said to provoke the NSPCC so? Has Harriet the Harridan been advocating paedophilia again? Did David Cameron issue a statement saying the NSPCC were a waste of space? Is Chanel 4 making a new version of ‘I’m a celebrity, get me out of here’ from Lewes prison? Is Haley the only male actor left in Coronation Street? Nothing so minor unfortunately.

A young woman has declared her love for the man in her life. He has been sent to prison and she has stated that she will stand by him, wait for him.

And those dastardly right wing journalists have reported that she said that! Shock horror! This, in the NSPCCs view is reprehensible. It is ‘romanticising’ what could have been a donation winning situation for the NSPCC. It’s, it’s, unethical, that’s what it is, it’s unethical, they splutter…in fact they go so far as to claim that these journalists are only reporting fact – in an effort to sell newspapers. Who-da-thought-it?

“But then there’s an ethical issue which is broader than the code: are papers talking about this in a responsible way?”

Ideally, the NSPCC would have liked to see the young woman, an adult, illustrated by a pixilated image of an eight year old child in a winsomely too long nightdress clutching a teddy bear. JF, for it is he, illustrated by ‘picture posed by an actor’ – preferably a stern faced older man with a slight leer exposing yellow teeth, in mortar and gown, brandishing a cane. If only the regulation existed that they are calling for, they would have supplied the prose, written by a computer programmed to insert the words ‘child abuse’ into every sentence, and liberally sprinkled with keywords like ‘authoritarian figure’ and ‘vulnerable child’.

Last night child safety charities [sic], including the NSPCC, demanded Google introduce immediate controls to stop monsters [offensive and inflammatory] such as Hazell from getting access to child pornography.

Mark Bridger found guilty of the abduction and murder of April Jones 

"Detective Superintendent Andy John, the senior investigating officer ... John said he thought the abduction of a child was "premeditated", though he did not believe April was a specific target. He said images found on Bridger's laptop, including pictures of sadistic child sexual abuse, suggested the killer was building up to the crime.

"For me the computer evidence points towards an individual who is evil, manipulative and has premeditated this," said John. "The unhealthy interest he has in indecent images of children for me is a clear indicator that this individual was going to commit something as horrific as he did."

Though he had convictions for violence and deception dating back to when he was a teenager, Bridger had no convictions for sexual offences against children or for having indecent images. Since his arrest no other allegations have been made against Bridger. Nor is there any evidence that he has abused any of his children.

There are striking parallels, however, between the case of Bridger and that of Stuart Hazell, who earlier this month admitted murdering 12-year-old Tia Sharp in south London.

Both men had no previous convictions for abuse but carried out sexually motivated murders after viewing images of child sexual exploitation. [wonderful circular argument, here - can you spot it?]

Jim Gamble, the founding head of the Child Exploitation and Online Protection Centre, said there was a theory that men such as Bridger and Hazell became caught up in a "spiral of abuse".

"They begin to want more, they want access not to still images but to video images, and then they want to get more real experience. And through the internet they realise that they are not alone," Gamble said.

Police detections of child porn images increases by 48%

"The number of detected crimes of people accessing illegal images of children has gone up by 48% in four years, according to research by BBC News.

The figures are for England and Wales and show the increase between 2007-11.

A charity which works with offenders to stop them accessing images said there were many more offenders and that it was impossible to arrest everyone.

The Home Office said it was working with the police and industry to make the internet a safer place [sic].

The figures were obtained under the Freedom of Information Act from the 34 police forces in England and Wales that were able to provide data for the crimes of possession of an indecent or pseudo photograph of a child and possessing prohibited images of children.

In 2007, 919 crimes were detected by the police, however in 2011, this had risen to 1,362.

For crimes that were reported to the police, the increase was 46%.

The figures were analysed and verified by the chairman of the Crime and Justice Statistics Network, Professor Allan Brimicombe."

"A basic sexual drive in humans is very hard-wired – it’s very deep in the human brain, along with the desire to eat and seek shelter. When that kind of sexual interest becomes hard-wired to an interest in children, it can be quite difficult to alter.

“Where there's a sexual interest in children, offenders generally know it’s wrong [moral issue, no law, no issue] and have to go through a series of cognitive distortions and mental gymnastics to convince themselves, one way or another, that what they’re doing isn’t so harmful [perhaps, because it rarely is, Jon, evidentially? Who really has the cognitive distortions etc, Jon?]. One way that they'll do that is to use child abuse imagery online, thinking they’re not actually abusing a child, they’re just looking at it – either an animated image or a picture. And, of course, they’re correct [damn right, correct], but our concern at the NSPCC is that it’s the perpetuation of that belief system [the what? read what you said, above] that's damaging for the offenders themselves [bless you]. It can further reinforce their thoughts of sexual interest in children [how?]. It’s not actively abusing a child [damn right], but it perpetuates that kind of mindset [the what? read what you said, above] and the thinking in some way that the behaviour is OK [moral issue, no law, no issue].

“If there's a whole society or community that is implicitly saying that the viewing of sexualised images of children – or worse than that; of children being sexually harmed [straw man Jon ... naughty, naughty] – is in some way OK, then that becomes a pretty strong message. For some people, that's going to seem like the encouragement they need to go further and actually physically abuse children. [always happened, always will, Jon - sexual libertines do not need your 'OK' (or ours) and you said why, above]"

Wrong Right to Appeal for Sex Offenders

"Today's (1 September 2012) 15th anniversary of the introduction of the sex offender register [sic] brings a surprise present for the very people it was designed to control - and a nasty surprise for anyone with the protection of children at heart.

From today, paedophiles [sic] and other criminals who have committed serious [sic] sex crimes will be able to appeal against having their names on the register for life.

The Supreme Court has ruled that if a sex offender [sic], including those whose victims were children, has not re-offended for 15 years they can appeal to be taken off the register At a stroke this could make them almost invisible to the authorities whose job is to track them and ensure they do not commit further offences, such as sexual assaults on children or hoarding vast libraries of sickening child abuse images. [indecent images, Jon] In effect their dangerous [sic] pasts would disappear from view, potentially leaving them free to search for more young victims, both at home and abroad.

But what guarantee is there that they will not abuse again? It is dangerous to rely on re-conviction rates to assess whether a sex offender is still [sic] a risk to children. How can we be sure they have not re-offended - maybe they just have not been caught again? [maybe the sex fairies did it Jon?] And who is to say they will not harm a child again once they are free from the restrictions imposed by the register? In fact, the great majority of child sexual abuse never comes to light [how do you know?] and is never prosecuted as the young victims are often too scared to speak out [how do you know?].

Though we understand this legal ruling cannot be overturned, the NSPCC's view is that we can never be sure a sex offender will not re-offend [same for anyone, even you, Jon]. There is no known 'cure' for adults who sexually abuse children [for there is no 'disease']. We can only try to control and contain their behaviour which is why they should stay on the sex offender register [sic] for life [how does that help do that?].

Sex offenders [sic] are sophisticated predators [evidence, compared to other offenders?]. They are manipulative and will often go to great lengths to get close to their potential victims {ditto]. Some will have abused children many times before they are caught [ditto]. This is why it is so important that they are closely tracked after their release as there will always be a risk they will abuse again [same for anyone, even you, Jon].

Not all child sex offenders receive therapy [for there is nothing to 'cure'] to address their abusive [weasel word] behaviour and even with those that do, there is no guarantee it will stop them abusing children again, sometimes many years later [same for anyone, even you, Jon].

The best way to protect children from known sex offenders [sic] is a combination of treatment [sic] for offenders in prison. And for the police, and in some cases the probation service, to monitor their movements when they are released into the community [how does that stop action?]. However, we must remember, not all sex offenders have been, or are ever, convicted [so, they are not 'offenders'; courts decide guilt, not guesswork by vested interests ... unless you are one of them ... are you Jon?] so it is still vital [sic] that the public also take responsibility for protecting children in their community by reporting any concerns to the authorities or the NSPCC [kerrrrchhingg]

The UK is only one of four European countries to have a sex offender register and it has made a great contribution to child protection in this country. [how, evidence?] Nobody is claiming that the register is a silver bullet [it is almost a bullet, for some, though], but it is still an important weapon [how?] in the fight against child abuse [weasel words]. Will the Sex Offenders’ Register “Review Mechanism” breach human rights law?

"Updated | In 2010, the Supreme Court ruled that a mechanism should be put in place to review whether convicted sex offenders should remain liable after their release from prison to notify the police of where they live or plans to travel abroad. In June 2011, the government published draft legislation to “ensure that strict rules are put in place for considering whether individuals should ever be removed from the register.” However, it is possible that the “strict rules” leave the government vulnerable to further legal challenges."
