‘Rehab, not jail’ for abusers [sic] who groom children online

"SEX offenders [sic] caught “grooming” youngsters online and downloading images of child abuse should avoid jail in favour of early intervention programmes in some cases, MSPs have been told.

More Scottish Government cash should be allocated to fund rehabilitation schemes for these offenders, in order to prevent future offending, according to national child sexual abuse organisation Stop It Now.

But the prospect of offenders avoiding prison for such crimes was branded “blatantly wrong” by opposition parties at Holyrood [well, they would]. The Scottish Government has insisted that the justice system is “tougher than ever” on offenders.

Online grooming, where youngsters are lured into forming a relationship with an adult over the internet, is a growing problem. Earlier this month, 21-year-old SC was jailed for grooming a 14-year-old Scottish schoolgirl, then abducting her and having sex with her.

Children’s charities have also called for a clearer approach to sentencing of people caught downloading images of child abuse, after high-profile murder cases in recent years [what has that got to do with anything?].

Scotland is unique in targeting people under investigation for downloading images of child abuse with early intervention and group learning programmes soon after arrest but before conviction, according to Stop It Now.

They respond well during this “period of crisis”, which has the biggest impact on cutting future reoffending, according to the organisation’s national manager in Scotland, Martin Henry."

Various authors have pointed out the shortcomings of a dichotomous definition of desistance, and some have suggested instead that a process view of desistance may provide a more accurate picture of the concept. Although desistance has become an increasingly popular research topic in recent years, it has been argued that the state of knowledge on this topic is still relatively limited. More specifically, it has been suggested that very little is known about the causal processes underlying desistance."

Plan to satellite track sex offenders in Scotland

"The plans, which have received backing across the political spectrum, would see dangerous criminals [sic] tracked by satellite.

SATELLITE technology would be used to track sex offenders under Scottish Government plans to crack down on the most predatory and dangerous criminals [why are they not in prison, then, Kenny?].

A consultation launched tomorrow will also propose using the GPS tags to track domestic abuse and persistent offenders, and alcohol bracelets for people who commit crimes while drunk.

While many sex offenders, and other criminals, are already tagged, the move would see a major increase in how much of their movement is monitored.

Current radio frequency tags go off if someone leaves a certain area, such as their home, or goes somewhere they should not go within set times.

Using satellite technology and Google maps, police will be able to monitor a sex offender at all times, wherever they go. They will be able to observe patterns of movement to help build intelligence.

Writing in today’s Scotland on Sunday, justice secretary Kenny MacAskill said: “Satellite tracking can enable authorities to pinpoint an offender’s [ex-offender, Kenny, a 'free' person], that is exact location in real time, which has the potential to greatly assist how they are monitored. It also allows them to set up specific exclusion zones, preventing offenders [ex-offender, Kenny, a 'free' person] from entering potential risk [either there is a risk, or there is not - that is what 'risk' means] areas like high streets [!], schools and playgrounds. Police heard sex offender molesting woman in his home days after prison release

"S was sentenced at the High Court in Edinburgh

POLICE heard a dangerous sex offender molesting a woman in his home only days after he was released from prison.

• Police overheard TS indecently assaulting a woman via ‘covert listening device’ fitted in offender’s flat as part of strict monitoring regime

• Offender admitted being with victim but denied indecent assault

• S has previous convictions for sex offences and was jailed for six years and four months

A “covert listening device” had been fitted in TS’s flat in Dundee as part of a strict monitoring regime, and officers heard the woman’s pleas to him to stop. She had left by the time police arrived on the scene."
