Viewing images of child sexual abuse is child sexual abuse.

"We were horrified by the comments of Simon Bailey, Chief Constable of Norfolk police & the Association of Chief Police Officers’ lead on child protection and abuse investigations in the Guardian this morning suggesting that men who look at images of children being sexually abused, raped and tortured were “not all were an immediate threat”.

Men who look at these images or videos online PAY to do so fueling an industry which is based on the sexual exploitation and torture of children. No one “accidentally stumbles” on images of child sexual abuse, rape and torture. They have to search for these images and, then, they pay for them. This is without getting into the issue of “pay-per-view” child sexual abuse where men pay to watch another man torture a child live.

Images of children being sexually abused, tortured and raped are a growth industry because men PAY to see these images and videos. They look at the images knowing the children are being abused. They look at them because they don’t care. They believe they are entitled to watch these images of children being tortured – some as young as a day old.

These men need to be held criminally liable for participating in the sexual exploitation, rape and torture of children.

It’s incredibly frighting that the ACPO lead on child protection and abuse investigations doesn’t get this – that he confuses paedophilia, a psychological condition which very few have, with the vast majority of perpetrators who CHOOSE to sexually abuse children. And, that Bailey doesn’t understand that those who are clinically diagnosed as paedophiles are still making a choice.

We suggest that ACPO sign up Bailey and all of their members for some proper training on child sexual exploitation from an organisation who understand that viewing images of children being sexually abused, raped and tortured is a crime. That these men are financially supporting an industry which is based entirely on the rape, sexual abuse and torture of children."

Child sexual abuse victims' charity in danger of collapse

"The leading charity for supporting victims of child sexual abuse is being forced out of its London office because of soaring rent, and will go bust in six months unless urgent funding is secured.

Peter Saunders, chief executive of the National Association for People Abused in Childhood (Napac), said the charity he founded in 1995 has six weeks to find new premises, after its current landlord raised the rent by 50 per cent; otherwise, it will become homeless.

Napac's income fell by more than £100,000 between 2011 and 2013 while the charity's spending increased by £75,000, according to its accounts. Its workload increased dramatically over the same period: in 2011, the charity answered 2,902 calls and responded to 750 emails. By 2013 those figures had risen to 5,192 and 1,858 respectively. The charity recently opened a new office in Stockport, its first outside London, to help cater for the 300 per cent rise in people asking for support.

Mr Saunders was critical of help promised by the BBC following a series of abuse scandals, including those involving Jimmy Savile and Stuart Hall. After the Savile scandal erupted two years ago, George Entwistle, the former BBC director general, gave Napac £10,000, which was used to help train staff to handle calls from abuse victims. Calls spiralled after the allegations against Savile were revealed.

A row between the charity and Lord Patten, the former BBC chairman, became public when letters between the two were published. It was resolved when Lord Patten acknowledged Napac's important role and the BBC's "essential" relationship with organisations such as Napac as it "seeks to deal with the fallout from the appalling crimes carried out by Jimmy Savile. I hope our two organisations can continue to work closely in the future."

As with any campaigning organisation it was capable of holding views that clashed with the status-quo. Certainly, it's view that one or two innocent people in prison was a price worth paying went diametrically against the broad thrust of civil rights reaching back to the idealistic 1960's, but in the paedogeddon times of 1999 and thereafter, such a view has gained the increasing approval of many in Society, especially in the law-making fraternity.

NAPAC also expresses a quite strident disapproval of those in the field of Psychology who postulate notions of False Memory Syndrome as well as those who question Ritual, or Satanic Abuse. This clipping is from NAPAC's 2003 newsletter ..."

Suspended sentence for former Met police officer’s stack of child abuse images

"The way in which the new guidelines operate is still settling down (they were only ‘in force’ from 1 April 2014), however in relation to image offences it seems rather straightforward. There are 3 categories (formerly the courts used the COPINE scale which placed images into one of 5 categories) A, B and C. The guideline states:

In most cases the intrinsic character of the most serious of the offending images will initially determine the appropriate category. If, however, the most serious images are unrepresentative of the offender’s conduct a lower category may be appropriate.

That places L (almost unarguably) into category A. Not only are those the most serious, but also, the “justice” of the case is done by categorising this as a Cat A case as most of the images are at that level.

The starting point is therefore 12 months custody. Add in the aggravating features such as the use of police property, the fact he was a serving police officer and the number of images – not an extremely high number but it is clear that this is not a case of experimentation which was quickly desisted.

Take account of the mitigation, including the PTSD, the alcoholism and his previous character (serving in the army and the police etc.) and the guilty plea, a sentence of 12 months does not seem inappropriate."
