MPs approve measures to prevent child sexual abuse

"The government has lent its support to a campaign led by backbenchers to introduce new powers to prevent the sexual abuse of children.

Before the main debate on the Anti-social Behaviour, Crime and Policing Bill got underway, several objections were raised to the timetabling of the bill. Labour forced a division on the programme motion, but lost the vote 227 to 294 .

An amendment was tabled at report stage of the bill on 14 October 2013 to enable courts to issue a "child sexual abuse prevention order"."

Following from here, we will give it a go, but, in the past decade, the sheer volume of lies and disinformation, from a number of MPs, irritated and angered us, so much, we often move onto matters which we may influence, more effectively.

So, who are the new, major, gamesters we need to watch?

Shadow Home Office Minister for Crime and Security

Senior, Labour, C'P'I, popular vote, stooge.

"Diana Johnson (Kingston upon Hull North) (Lab): The amendments before us are the result of hard work and concern across the House. I want to pay tribute in particular to the hon. Member for Oxford West and Abingdon (Nicola Blackwood) for her sterling work. I pay tribute, too, to the hon. Member for Mole Valley (Sir Paul Beresford), whose new clause appears in this grouping; to my hon. Friend the Member for Stockport (Ann Coffey), who has done an enormous amount of work on this subject; and to my right hon. Friends the Members for Leicester East (Keith Vaz) and for Wythenshawe and Sale East (Paul Goggins)."

Nicola Blackwood (Con) - Stooge, PR and activist, for the bill.

Sir Paul Beresford (Con) - Senior lobbyist for the police, MPS, in particular.

Ann Coffey (Lab) - Child 'Protection' Industry, popular vote, stooge.

Keith Vaz (Lab) - Multicultural, Labour Home Affairs, popular vote, stooge.

Paul Goggins (Lab) - Religious, Child 'Protection' Industry, popular vote, stooge.

"The Opposition support [really?] the need [sic] to amend the current law. The sexual abuse and grooming cases that occurred in Oxford shocked the country [only the ignorant], and the hon. Member for Oxford West and Abingdon has rightly gained huge respect from across the House for the serious way in which she has looked to address the issues with the Childhood Lost campaign. I know that she has worked with a number of charities, including the National Society for the Prevention of Cruelty to Children, Barnardo’s, the Children’s Society, ECPAT UK, Action for Children, and many others."

"We must accept that most [weasel word - how many?] sex offenders continue to pose a threat to children after their initial offences."

Incorrect - lie or ignorance? Many (we are not privy, to the actual number) 'sex offenders' have never offended on minors (or adults), or ever posed a threat, greater than those presented by the general public - this is particularly true, for those related to IIOC.

"That does not, of course, mean that all offenders will reoffend, but it does mean that we should try to identify those who pose the greatest risks, and try to do everything possible to mitigate those risks [within the human and civil rights, of those people]. Labour introduced three distinct powers which were intended to control the risks posed by known sex offenders. [indeed, never to be forgotten]"

Mole Valley MP wants paedophile loophole closed

"A LOOPHOLE [sic] that allows paedophiles [sic] to legally possess written accounts [sic] of child abuse could be closed, thanks to Mole Valley's MP.

Sir Paul Beresford said such writing "fuels the fantasies" of offenders [sic] and could lead to the abuse of children [sic] – but it is not currently illegal under laws that ban photographs and videos."

"Sir Paul said his amendment would be carefully written to include nothing except material "that it must reasonably be assumed to have been produced principally for the purpose of sexual arousal" [mind-reading in court, again]."

Freedom stolen by a thief in the night

"No, the real reason it is a bad week for freedom of expression here has come much more stealthily, like a thief in the night. The threat in question is a brief measure which has passed entirely under the radar so far. I am referring to the Coroners and Justice (Amendment) Bill, which you have probably not heard about even if you live in the UK.

It is a Private Member’s Bill sponsored by Sir Paul Beresford, a Conservative Party MP, who has a track record of quietly sneaking nasty, freedom-slashing measures into law while his fellow legislators are shagging their secretaries or propping up the numerous bars in the Houses of Parliament.

Or so it seems, judging by the lack of any hue and cry over his dark deeds. Or perhaps it is just Beresford’s tactical cunning that fools them, because he presents himself not as a thief of freedom but as – this will be no surprise – a protector of children, and of decency."

We Told You, First They Came For The 'Sex Offenders'

October 9th, 2013

New Powers for Tighter Restrictions on Sex Offenders

"Measures to give greater powers for the police to protect the vulnerable from sexual predators [sic] were announced today by Policing and Criminal Justice Minister Damian Green.

The proposals, tabled in the Antisocial Behaviour, Crime and Policing Bill, will strengthen existing powers by making it easier to restrict the movement and activities of anyone who poses a risk of sexual harm to children and adults – not just people who have been convicted of sexual offences. They also build on Nicola Blackwood MP’s amendment to the Bill.

The two new orders will replace existing powers and the threshold for risk will be lowered to cover any case of sexual harm [sic], not just cases of serious sexual harm.

The new orders are:

Sexual Harm Prevention Orders can be applied to anyone convicted or cautioned for a sexual [sic] or violent offence, including where offences are committed overseas. They will replace Sexual Offences Prevention Orders and Foreign Travel Orders;

and

Sexual Risk Orders can be applied to any individual who poses a risk of sexual harm in the UK or abroad, even if they have never been convicted. They will replace the Risk of Sexual Harm Order.

Both powers can place a range of restrictions on individuals depending on the nature of the case, such as limiting their internet use, preventing them from being alone with a child under 16, or preventing travel abroad.

The new Sexual Harm Prevention Order can be made by a court on conviction, or if the police or National Crime Agency (NCA) apply to a Magistrates’ Court. The order lasts a minimum of five years and has no maximum duration. The new Sexual Risk Order can be made if the police or NCA apply to a Magistrates’ Court regarding a person who poses a risk of sexual harm [sic]. It lasts a minimum of two years and has no maximum duration.

The government’s measures take into account the findings of an Association of Chief Police Officers-commissioned report into the use and effectiveness of civil orders, and following consultation with front-line professionals including the police, the courts, and the Child Exploitation and Online Protection Centre [defunct].

Policing and Criminal Justice Minister Damian Green said:

“The UK has some [sic] of the toughest powers [most draconian] in the world to deal with sex offenders [sic].

“Today, we are going even further by giving police and National Crime Agency officers the power to place greater restrictions on any person they judge to be a risk. Our proposals support the Childhood Lost campaign to tighten the law on sex offenders [sic] and make it easier for police to monitor them.

“This is part of ongoing work by the Home Office led National Group to look at how the police and other agencies can better identify and deal with sexual offending [sic], ensuring victims are at the heart of the criminal justice system.”

Other measures in the Bill include provisions on anti-social behaviour, extradition, forced marriage, firearms and dangerous dogs."

New powers to restrict potential [i.e. not] sex offenders

"'Very worrying'

Richard Atkinson, who chairs the criminal law committee of the Law Society, told BBC Radio 4's PM programme he was concerned about the move.

"Of course, a great deal of stigma is attached to anyone who has such an order made and if the process of obtaining these orders is less than that is needed for a conviction then that's a very worrying departure from our normal standards," he said."

New Sexual Harm Prevention Orders have the potential to be a very powerful tool in protecting children

"Media Centre Home > Press Releases

The new two orders will replace existing powers and the threshold for risk will be lowered to cover any case of sexual harm, not just cases of serious sexual harm

National policing lead on child protection [dead CEOP] Peter Davies [how's the bullying situation going, Peter?] said:

“ACPO commissioned an independent [hahahaha] report into Civil Prevention Orders under the Sex Offences Act 2003, which reported in May 2013. The report [from your stooge, another Davies] found that the orders were too complex and ineffective in protecting children.

“The new Sexual Harm Prevention Orders proposed by the Policing Minister Damien Green MP build upon the findings of this report and amendments to the Crime and Policing Bill tabled by Nicola Blackwood MP [stooge].

“These new orders are potentially a very powerful [yup, for the Stasi], very useful new tool in the hands of law enforcement to prevent harm to children at the earliest opportunity.”"

Tougher sex offender restrictions sought by campaigners

"Charities and an MP are campaigning for tougher restrictions on sex offenders, saying the system is failing to stop grooming and exploitation of children.

The "Childhood Lost" campaign says police also need powers to restrict suspects who have not been convicted.

Nicola Blackwood MP is tabling an amendment to a bill to create Child Sexual Abuse Prevention Orders, similar to anti-social behaviour orders.

The Home Office said that it would consider the campaign's proposals.

The UK has a range of powers designed to control sex offenders, including a general requirement that they inform the authorities of their whereabouts.

'Failing victims' [sic]

The main restrictive power, the Sexual Offences Prevention Order (Sopo), can curtail a convicted offender's movements, such as by banning them from parks or from near schools.

But critics say it is hard to impose conditions if they are not immediately sought during sentencing [BS], and impossible for the police to seek to restrict the behaviour of a suspect who hasn't been convicted. [well, knock us down]"

CHILDHOOD LOST:

"Petition the prime minister here

Hidden in plain view within their communities, thousands [sic] of vulnerable children across the UK are being cynically targeted, groomed and subjected to appalling sexual abuse [sic]. These children have irrevocably lost their childhood. [sic]

As an Oxford MP, I saw for myself [no you did not] the appalling devastation [sic] caused by child sexual exploitation [sic] when it emerged that a violent gang had been grooming and sexually abusing children in Oxford for at least eight years. The victims spoke [indeed] of being plied [sic] with hard drugs, beaten and repeatedly raped by strangers.

Unbelievably though this case is not unique. This year there were 18,915 sexual crimes against children. At least 16,500 children are at risk of sexual exploitation. We have to get better at protecting the victims and prosecuting the perpetrators [because, of course, we do not, eh, Nicola?].

That it why, with the support of the NSPCC, Barnardos, The Children’s Society, PACE, ECPAT, Save the Children, Oxcat and others [keeercchinngg], I am launching the CHILDHOOD LOST [sic] campaign calling for better protection [sic], support and justice [sic] for the victims. [sic]"
