MPs approve measures to prevent child sexual abuse

"The government has lent its support to a campaign led by backbenchers to introduce new powers to prevent the sexual abuse of children.

Before the main debate on the Anti-social Behaviour, Crime and Policing Bill got underway, several objections were raised to the timetabling of the bill. Labour forced a division on the programme motion, but lost the vote 227 to 294 .

An amendment was tabled at report stage of the bill on 14 October 2013 to enable courts to issue a "child sexual abuse prevention order"."

Bearing in mind, it is harder to become a 'sex offender', in the USA, than it is, here.

Incorrect - lie or ignorance? Many (we are not privy, to the actual number) 'sex offenders' have never offended on minors (or adults), or ever posed a threat, greater than those presented by the general public - this is particularly true, for those related to IIOC.

"That does not, of course, mean that all offenders will reoffend, but it does mean that we should try to identify those who pose the greatest risks, and try to do everything possible to mitigate those risks [within the human and civil rights, of those people]. Labour introduced three distinct powers which were intended to control the risks posed by known sex offenders. [indeed, never to be forgotten]"

Mole Valley MP wants paedophile loophole closed

"A LOOPHOLE [sic] that allows paedophiles [sic] to legally possess written accounts [sic] of child abuse could be closed, thanks to Mole Valley's MP.

Sir Paul Beresford said such writing "fuels the fantasies" of offenders [sic] and could lead to the abuse of children [sic] – but it is not currently illegal under laws that ban photographs and videos."

"Sir Paul said his amendment would be carefully written to include nothing except material "that it must reasonably be assumed to have been produced principally for the purpose of sexual arousal" [mind-reading in court, again]."

Freedom stolen by a thief in the night

"No, the real reason it is a bad week for freedom of expression here has come much more stealthily, like a thief in the night. The threat in question is a brief measure which has passed entirely under the radar so far. I am referring to the Coroners and Justice (Amendment) Bill, which you have probably not heard about even if you live in the UK.

It is a Private Member’s Bill sponsored by Sir Paul Beresford, a Conservative Party MP, who has a track record of quietly sneaking nasty, freedom-slashing measures into law while his fellow legislators are shagging their secretaries or propping up the numerous bars in the Houses of Parliament.

Or so it seems, judging by the lack of any hue and cry over his dark deeds. Or perhaps it is just Beresford’s tactical cunning that fools them, because he presents himself not as a thief of freedom but as – this will be no surprise – a protector of children, and of decency."

Outlaw possession of written accounts of child abuse says MP

"Sir Paul introduces his bill in the Commons

"A Conservative MP is seeking to change the law to close a loophole [sic] which allows paedophiles [sic] to legally possess written accounts of child abuse.

Sir Paul Beresford, the MP for Mole Valley, said such writing "fuels the fantasies" of offenders and could [?] lead to the physical abuse of children.

For some child abusers "the written word is more powerful than the pictures", he told the Commons [?].

The MP has campaigned for a decade to tighten the law on child pornography.

Sir Paul wants to amend existing legislation so that written material is treated in the same way as indecent images, for which possession carries a maximum three-year prison term.

He told MPs a recent report by the Child Exploitation and Online Protection Centre (Ceop) had mentioned the possession of graphic written accounts of abuse by some offenders.

I believe that we crack down on any form of indecent material in the written form so that real children can be safe from abuse” [sic]

"Some offenders not only possess and distribute and produce photographs, they possess graphic notes or writings of child abuse," he said.

"For some, the written word is more powerful than the pictures. For some, the written word promotes a graphic image in their mind." [oh, please]

Sir Paul said he had long been aware of a correlation "between those who possess or distribute indecent printed material of children and those who commit horrific contact offences against children". [what would that be, then, Paul, and what is your point?]

"This written material fuels [sic] the fantasies of paedophiles [sic] which is the key factor in their offending behaviour [?]" he added."

MP calls for change in law in sex abuse cases

"MOLE Valley's MP has called for stricter laws requiring people to speak out if they know about sexual abuse of children.

At the House of Commons on Tuesday, Sir Paul Beresford spoke to suggest an amendment to the Domestic Violence, Crime and Victims Act, which he put forward as a Private Member's Bill two years ago.

As of July this year, the act enables prosecution of people who cause or allow serious physical harm to a child, including those who stay silent.

But Sir Paul now wants the law extended to cover sexual abuse.

He said: "Perhaps we should consider making a tiny change to that legislation to include sexual abuse, so that those who observe and stand by, or know and stand by, are duty bound by law to speak up for the victims."

Sir Paul also called for longer sentences for child abusers, claiming "a lot of people have been sentenced and, to my mind, not gone away for long enough"."

Mole Valley MP's child abuse law comes into force

""A LEGAL loophole [sic] which allowed abusive parents to evade justice has been closed by Mole Valley's MP.

Two years ago Sir Paul Beresford put forward a Private Members' Bill to stop abusers escaping punishment by claiming ignorance – and the law came into force on Monday.

Under the old legislation, parents or guardians could deny knowledge of how children came to be injured – or simply blame each other – and legal action could not be taken unless courts could prove which person had caused the injuries.

In cases of child deaths, the law said legal guardians were jointly responsible, so could both be prosecuted even if evidence could not be found to prove which of them caused injuries, and that law has now been extended to non-fatal cases.

Sir Paul told the Advertiser: "I've [sic] now changed it so it says 'death and physical harm', and anyone who knows about it is as much to blame about it than the person doing it."

Last week the Advertiser reported on another Private Members' Bill put forward by Sir Paul, which would allow prison authorities to jam signals to stop inmates using mobile phones.

The MP told the Advertiser he also plans to propose a law blocking mobile phone signals in schools, and another amending current laws on written child pornography."
