Some officials around the country say they’re struggling to handle an avalanche of monitoring alerts from electronic ankle bracelets.
Though the bracelets have been used to track offenders’ whereabouts for more than three decades, the monitoring alerts they’re struggling to track are often nothing more sinister than a dead battery, lost satellite contact or someone arriving home late from work.
The Associated Press asked hundreds of correctional agencies about their monitoring policies, and found how they handle alerts varies."

Interior Minister Calls for Surveillance of Pedophiles [sic]
"A bill is awaiting the first round of discussions in Alþingi, the Icelandic parliament, which authorizes surveillance of pedophiles [sic] after they have served their sentences. Minister of the Interior Ögmundur Jónasson submitted the bill in November.
“I’m hoping that the bill can become law within a few weeks. We have made this matter absolute priority,” Ögmundur told Fréttablaðið.
According to the bill, convicted pedophiles [sic] can be monitored electronically, among other methods, and their dwellings and medical treatment can be determined if deemed likely that they will commit further crimes.
Ögmundur said the surveillance must be determined by a judge before the convicts complete their sentences. “It will never be the decision of the police or prison authorities.”

KENNY MACASKILL CASH THREAT TO MONITORING OF SEX BEASTS [offensive and inflammatory]
"KENNY MacAskill is preparing to scrap case-by-case funding for the supervision of Scotland’s most dangerous [sic] sex offenders, sparking fears that lives will be put at risk. The justice secretary is set to overhaul the current system for guarding the country’s high-risk paedophiles [sic] and rapists in favour of a set spending limit for each council.
Politicians, police and social workers now fear a “crisis” and have warned that more money is required to keep tabs on almost 4,000 registered perverts [offensive and inflammatory] in Scotland.
The most dangerous [sic] sex offenders are monitored under Intensive Support Packages (ISPs), currently paid for from an unlimited central pot.
Labour’s justice spokesman Lewis Macdonald said he wrote to Mr MacAskill after “local government sources” told him that this system was about to be changed.
The Justice Secretary replied: “You ask if the current method of assessing and funding ISPs will continue. I don’t think I can give that commitment at this point.”
Mr Macdonald said: “He cannot guarantee that he will continue to fund sex offender supervision on a case-by-case basis. It is putting people at risk, look at the examples of KR in Edinburgh and RY in Aberdeen.
“These are the most dangerous people in society [sic] and you cannot let them out of your sight for a moment. [sic]"

"Even after hearing the case a second time, the South Carolina Supreme Court isn't sure it is fair to make some sex offenders in the state face lifetime satellite monitoring of their every move without any chance of appeal.
The justices Tuesday reheard a case from May where they decided the monitoring may be too harsh in some cases. The Department of Probation, Parole and Pardon Services asked the court to reconsider its ruling, saying their decision rewrote the law.
A lawyer for JD again argued her constitutional rights were violated because she had no chance to appeal or revisit the decision to put a bracelet on her ankle that reports her every move to state authorities."
