Man behind Facebook page that named and shamed child sex offenders has a string of indecency convictions himself

"A self-appointed moral guardian who set up a Facebook page to name and shame convicted child sex offenders has a string of convictions for indecency himself.

'Paedophile hunter' Joseph McCloskey (39) has been exposed as a career criminal with a total of 96 previous convictions, including four for indecency, as well as a host of others for drugs - including supplying Class A drugs - public order and road traffic offences.

The Limavady man's 23-year criminal career emerged yesterday when he appeared at Londonderry Magistrates Court charged with assault occasioning actual bodily harm in the city centre on September 20 last year. He pleaded guilty to the assault and was released on bail, and will be sentenced on June 12.

McCloskey's record of offending averages four convictions a year."

Man behind Facebook 'predators' page in court

"They include four for indecency offences, 14 for drugs offences including possessing and supplying Class A drugs, 26 road traffic offences and 15 public order offences.

McCloskey amassed his criminal career over the last 23 years.

In court on Monday he pleaded guilty to an offence of assault, occasioning actual bodily harm, on a man outside a bar near Derry's city centre on 20 September last year.

Defence barrister, Eoghan Devlin, told the District Judge that "it was a particularly serious assault"."

Ban on Facebook posts about sex offender

"A judge in Londonderry has banned a man from posting comments about a convicted sex offender on his Facebook page which he uses to 'monitor' sex offenders.

District Judge Peter King was told by the offender that he had felt threatened and frightened as a result of the Facebook posts about him.

He said comments added to McCloskey's Facebook page included suggestions that he should be shot, hanged and have parts of his anatomy cut off.

The offender said he was in fear of a potential attack further alleged that the two posts by McCloskey had been edited in such a way as to suggest that his convictions were recent.

Dismissing the case, Judge King said he was "struggling to accept the concept that it is unacceptable to report something that was already in the public domain".

He added: "The suggestion that editing took place I cannot be satisfied about, and I am not satisfied it did take place.

"I have some concerns about the unattractive nature of what was published by Mr McCloskey, but it does not fall on the side of criminal liability and there will be a dismissal."

However, after dismissing the case, the judge told McCloskey that - due to the offensive nature of posts written by others on his Facebook page about the offender - he was imposing the six-month order banning him from making further comments online about the individual."

"On a daily basis, our helpline gets calls from people who are applying for work and don’t know where they stand because of criminal record checks that (increasingly) employers are carrying out.

A couple of years ago, we approached the DBS (Disclosure & Barring Service - known as the CRB at that time) and raised this as a matter of concern. They agreed to support the production of a guide, specifically for people with a criminal record, designed to explain in detail the criminal record checking process, with particular focus on the specific issues that people with a criminal record might face.

The result is a detailed guide which was written by Unlock and which was circulated by the DBS (it was announced in DBS News September 2013)."

Sex offender registry: Find better way for offenders

"It’s rare to find a progressive trend in our Republican-dominated legislature, but their recent effort (House Bill 301) to downsize Missouri’s “sex offender registry” is laudable, even as Gov. Jay Nixon’s veto is perplexing.

Registering “sex offenders” (far too broadly defined) is based on the questionable idea that they are more likely to offend once released — even though a U.S. Department of Justice study of criminal recidivism rates showed many convicted of sex-related offenses had lower rates of re-arrest compared to other criminals.

We don’t require armed robbers or other felons to register on a public list; rather they serve their sentences and (hopefully) re-integrate into society. And that is the main problem with registering “sex offenders.” Branding all of them for life can only make it more difficult to become normal members of society upon release.

Indeed, being publicly labeled a “sex offender” could conceivably spur some to live up to the heinous title hung forever around their necks.

While a certain percentage of criminals will re-offend, we need to take a hard look at the utility of the “sex offender registry” experiment.

Even though Nixon’s veto of this attempt to downsize the list was not overridden, the legislature, the voters and Nixon should continue to look for better ways of encouraging those who made big mistakes to start a new and better life after prison.

Perpetual, public shaming is not one of them."

A way out of poverty: New Illinois law allows some felons to have their records sealed

"Rita Allison just wants to get back to work - without her felony convictions hanging over her head.

In the 1980s, Rita Allison shoplifted from a suburban department store. It happened so long ago that she doesn’t remember the name of the store, or what exactly it was she stole. But Allison, 55, said she was caught – and charged with six felony counts. The Chicago Reporter met Allison at a weekend forum on a new bill that may help some people with felony charges seal their records.

Her past shoplifting charges may be fading from Allison’s memory, but they are still on her rap sheet. When Allison applies for a job, she has to check the box indicating she has been convicted of a felony. More than 48,000 people are incarcerated in Illinois state prisons on felony convictions, according to the Illinois Department of Corrections. And when former Illinois prisoners are on the outside looking for a job, they’ll have to check the felony box as well.

The situation, though, may be looking brighter for some Illinois residents with felony convictions. On Aug. 2, Gov. Pat Quinn signed into law a bill, HB3061, which will allow individuals charged with retail theft, forgery or possession of cannabis, among other offenses, to apply to have their record sealed. It’s been a two-year process from when the bill was first introduced, failed to pass, and then re-introduced, said Rep. La Shawn K. Ford (IL-8th), lead sponsor of the bill."
