Suffolk: Outrage [yawn] after sex offenders have treatment delayed for six months due to staff sickness
"Suffolk’s police commissioner and one of the county’s MPs have both expressed their disbelief after discovering a treatment programme for sex offenders was delayed for six months.
Probation officers have said the course was deferred due to staff sickness. However, during the six-month delay one of the offenders - convicted paedophile [sic] Daniel Veness - sexually abused a five-year-old girl.
Although Veness’ case was reported last month, a Freedom of Information request has now revealed five other convicts [sic] were also due to be on the Thames Valley Treatment Programme at the same time.
The admission has led Waveney MP Peter Aldous to brand the situation as unacceptable, while Suffolk’s Police and Crime Commissioner Tim Passmore called it “absolutely ridiculous”.
However, Norfolk and Suffolk Probation Service said there was no specific requirement as to how quickly someone should begin the treatment, only that they should complete it by the end of their sentence."

Agraphobia - The abnormal fear of sexual abuse
"Sufferers of agraphobia may have had an experience linking emotional trauma with sexual abuse. Such experiences do not have to happen to the sufferer: watching sexual abuse occur (even in movies or on television) can act as a trigger to the condition. The body then develops a fear of the experience occurring again as a way of 'ensuring' that the event does not occur."

Consensual child sex ruling looms
"Kissing, hugging and cuddling - innocent acts between children or sexual acts which could lead to their being arrested?
The Constitutional Court is to hear a case on Thursday to confirm a court ruling that the law should not make it a criminal offence for children aged 12 to 15 to have consensual sex.
In January, Judge Pierre Rabie ruled in the Pretoria High Court, that certain sections of the Sexual Offences and Related Matters Amendment Act were invalid. His ruling had to go to the Constitutional Court to be confirmed and has been set down for Thursday.
It has been hailed as a victory for children’s rights as children would not be criminalised for normal activity.
The sections in question make it an offence for children 12 to 15 to engage in consensual sexual acts, including kissing and light petting."

The Government Is Seeking Leave To Appeal This Decision
11th May 2013
The retention and disclosure of criminal records
"There has been some debate over two particular issues relating to criminal records checks: the disclosure of non-conviction information and the disclosure of old and minor convictions.
The Government has recently legislated (via the Protection of Freedoms Act 2012) to introduce a number of new safeguards relating to the disclosure of non-conviction information, such as a new independent disputes process.
The Court of Appeal ruled in January 2013 that the mandatory and blanket disclosure of convictions as part of a criminal records check was incompatible with Article 8 of the European Convention on Human Rights (right to respect for private life). The Government is seeking leave to appeal this decision. The Government has also proposed legislation to introduce a new filtering mechanism to restrict the disclosure of old and minor convictions. This legislation requires the approval of Parliament before it can come into force."
